Progressive Democrats target parole reform


With the budget passed and solitary confinement restrictions signed into law, progressive Democrats in the state Senate and Assembly have their sights set on their next criminal justice goal this session: Parole reform.
Incarcerated New Yorkers, lawmakers and advocates rallied Monday and Tuesday as part of National Second Chance Month pushing the Legislature to enact parole reform, which could lead to the release of hundreds of incarcerated people in the state’s prison system, with the passage of two proposed bills this session: The Fair & Timely Parole Act and Elder Parole.
“Today, we stand here with our hearts repeatedly broken in the face of racism in America,” Assemblywoman Carmen De La Rosa, D-Manhattan, said Tuesday. “... We know the disparities in our failed parole system in New York keeps our communities incarcerated. We know that Black and brown people are disproportionately denied parole. Make no mistake: Life without parole is a sentence to death behind bars.”

ALBANY — The state budget deadline came and went at midnight Thursday without a passed spending plan for New York’s 2021-22 Fiscal Year as negotiations continue to face challenges amid the coronavirus pandemic.
Three of the state’s 10 traditional budget bills were dropped as of press time late Wednesday night.
The Assembly submitted a $208.3 billion budget proposal — up from $177 billion last year — and slated nearly $6.7 billion in new tax increases, rising to $8.1 billion in 2022, including three income tax rate hikes.

New York to ease COVID-19 gathering restrictions


ALBANY — The state will increase the number of people allowed to congregate in residential and social gatherings later this month using rapid testing and specific safety measures as the COVID-19 pandemic continues, officials said Wednesday.
Starting March 22, the state’s Coronavirus Task Force will permit outdoor residential gatherings up to 25 people. Indoor residential gatherings remain limited to 10 people — the cap officials set in November ahead of Thanksgiving — to reduce new infections of the virus, which spreads most easily in groups or congregate spaces.
“Environmentally, we can’t relax too soon,” Gov. Andrew Cuomo said Wednesday during a coronavirus briefing in the state Capitol. “I get it — COVID fatigue. Everybody wants all restrictions gone. Everybody does. Yes, but you also have to be smart about the reopening.
