Court Halts President Uhuru Kenyatta's Quest To Change Kenya's Constitution


*NAIROBI, Kenya — A court on May 14 quashed an attempt by Kenya President
Uhuru Muigai Kenyatta and opposition leader Raila Amollo Odinga to change the East African country’s constitution.
In its ruling, a five-judge bench of the High Court said that Kenyatta acted illegally when he took the steering wheel to drive the Building Bridges Initiative to a United Kenya, the vehicle he was using to seek the constitutional changes.
Kenyatta formed the initiative following his surprise March 9, 2018, “handshake” with Odinga on the steps of Harambee House, the President’s office in Nairobi.
Odinga was Kenyatta’s primary challenger in the 2013 and 2017 presidential elections, marred by much violence between their supporters.

National Assembly to have special sitting to debate BBI

The National Assembly will hold a special sitting on Wednesday and Thursday to debate the Constitution of Kenya (Amendment) Bill, 2020 (BBI) among other matters.
The decision came a few hours after the Justice and Legal Affairs Committee (JLAC) submitted their report on the Building Bridges Initiative Bill to both Houses.
“It (the special sitting) is confirmed,” said National Assembly Majority leader, Amos Kimunya.
Mr Kimunya stated that the House will finalise the Division of Revenue Act (DoRA) and other matters on Wednesday and debate the Bill on Thursday.

“We also have a few other things we need to finalise like DoRA and another three items then the Bill. We will start with the very clear ones, get rid of them and then work on the BBI on Thursday,” he said.

All political gatherings, including the campaigns to amend parts of the 2010 Constitution, stand banned at least for the next 60 days, Kenyan President Uhuru Kenyatta said on Friday while announcing measures to combat the rising spread of Covid-19.
The guidelines include an extended curfew for 60 days, capping those allowed in places of worship, weddings and burial at 100. Burials, he said, should be done within 72 hours after one dies.
The ban on rallies has likely hit hard the campaigners for the Building Bridges Initiative Bill (BBI) – which is now undergoing public participation in anticipation of passing by the Houses of Parliament – and slow down Deputy President William Ruto’s campaign for next year’s presidential contest.

ODM leader Raila Odinga has asked Coast leaders to stop the clamour for a regional party at a time when they are working to unite the country through the Building Bridges Initiative (BBI). 
Raila said the idea of regional parties has outlived its usefulness and urged those agitating for it to join other larger parties with a national outlook.
He said regional parties will dismember the country into tribal cocoons instead of the national unity espoused in the Constitution of Kenya (Amendment) Bill 2020.

ODM leader Raila Odinga’s statement on the Controller of Budget’s comments on MCAs’ car grant has been circulating online. The letter started circulating on Monday 22 February 2021 and is dated the same day. 
“My attention is drawn to a letter by the Office of the Controller of Budget (OCOB) … purported that the car grant to MCAs directed by His Excellency the President is not included in the budget line,” reads the statement.
The statement quotes Raila as saying the car grant to MCAs is not a favor but a requirement for State officers to enhance their grassroots activities. It went on, adding that the work of the Controller of Budget is not to determine budget lines but to oversee the implementation of the National and County Government budgets.
