据印度“The Wire”网站7月19日报道，超过300个印度手机号码出现在一款以色列间谍软件“飞马”的数据库中。其所有者包括记者、活动人士、反对党政治家、政府官员和企业高管，其中大多是印度现任总理莫迪的反对派，印度国内政坛大为震惊。
监听事件调查曝光
“The Wire”网站称，在这些号码被泄露的人中，包括超过40名记者、3名“主要反对派人物”、2名莫迪政府现任部长以及安全机构官员等。报道称，这些记者中包括《印度时报》《印度斯坦时报》等印度大媒体的顶级记者。
耐人寻味的是，这些被监控对象出现在名单中的时间点十分敏感，政客几乎都是在大选期间，而记者则是在跟踪报道一些关键事件的时候。
《印度教徒报》的记者维贾塔·辛格表示，直到几天前，她都不知道自己的手机遭到了黑客入侵。“这非常令人不安”“如今，我们的手机几乎涉及我们生活的方方面面”。
记者丽蒂卡·乔普拉为《印度快报》报道有关印度选举委员会和教育部的新闻。她指出，就在“The Wire”网站联系她并要求她对此事置评后，她才发现自己的电话号码出现在了一份被泄露出来的潜在监控目标的名单内。
《经济与政治周刊》的前编辑、作家帕兰乔伊·古哈·塔库尔塔的手机也遭到了窃听。
反对派议员群情激愤
在7月19日当天的议会会议上，印度平民党议员桑贾伊·辛格要求取消印度议会人民院预先确定的主题，在联邦院讨论“飞马”间谍软件事件，印度全国人民党议员马诺杰·杰哈也提出相同要求。此外，人民院的国大党领袖乔杜里说：“我们的国家安全受到威胁。我肯定会提出这个问题。”
国大党发言人兰迪普在新德里召开的新闻发布会上表示，“通过外国企业制造的间谍软件对印度的安全部队、司法部门、内阁部长、拉胡尔·甘地等反对派领导人、记者及其他活动实施间谍活动，难道这不是叛国的罪行吗？难道不是对国家安全制造的不可原谅的破坏吗？”。
选举策略师基肖尔称，“尽管我们过去曾怀疑有人实施监听，但没想到这是真的”。基肖尔补充说，从2017年到2021年，他换了五部手机，但黑客的攻击仍在继续。
国际媒体调查团队对上述可能受到监听的印度号码的分析结果也印证了一点：这些号码主要指向那些批评莫迪政府的人。
“Access Now”的亚太政策主管和全球网络安全负责人拉曼·吉特指出，黑客攻击是一种犯罪，即使是以政府为主导，也并不例外。他要求印度政府必须明确回答，它的机构或安全部门是否在与NSO合作。
印度政府坚决否认
印度电子和信息技术部对此事进行了否认，该部门表示，印度一直以来都是一个民主国家，并且致力于确保所有公民的隐私权。关于政府监视特定人群的指控，是没有任何具体依据以及与之相关的事实存在的。
印度前信息技术部长拉维·尚卡尔·普拉萨德指责披露此份电话号码清单的“国际特赦组织”旨在推进“反印度议程”。与此同时，他还称反对党“正在失势”，并质疑他们的指控是“对莫迪政府处理新冠疫情的方式进行某种报复”。
新任命的信息技术部长阿什瓦尼·瓦什纳也在议会上为政府辩护，称这些指控“非常耸人听闻”“过分夸大”和“企图诋毁印度民主”。他表示此次曝光是“企图诋毁印度的民主及其成熟的政治制度”“在过去，类似的指控也曾被提出，但是这些指控根本没有事实依据，已经被断然否认了”。
瓦什纳还表示，在“我们健全的法律和司法机构的制衡”之下，“任何形式的非法监控”都是不可能出现的。但讽刺的是，当他在议会发表声明几分钟后，印度“The Wire”网站就披露，他的名字也在2017年作为潜在的监视目标出现在名单上，当时他不是莫迪的印度人民党成员。
不过，印度的《信息技术法》明确规定，任何个人，不管是私人还是官方，在印度使用黑客技术进行监听的行为都是违法的。就目前而言，除了动机指向莫迪之外，并没有其他任何实质性的证据证明这件事是由莫迪指使的。现在爆料还处于第一阶段，证据不够完善，真相到底如何还有待观察。
