Idea. Either keeping fema out of it or keeping fema in dhs but more robust would be a better idea. Secret service could have been used opportunity to split secret service into two different agencies. Right now they have a dual mission. That dual mission is very confusing for people in secret Service Monetary investigations and protecting the president and other officials.
