About the talk:
This talk tells a backstory of the Belt and Road Initiative (BRI) by tracing the voyages of three Chinese ships managed by the China Ocean Shipping Bureau both as mobile vessels at sea and as permanent presence on land. People’s Republic of China (PRC) ships functioned as a distinctive type of state space in international waters, remotely serving but temporarily disconnected from the PRC state. When mobile at the sea, these ships functioned as vessels not only for passengers and commodities but also for the Maoist ideology; upon their arrivals in foreign ports, ....

At nasa, we have a local nasa center nearby. it was a terminal which was connected to a big computer somewhere. this is one of the consoles they might be using in the future. we have a pointing device called a mice. doug engelbart, inventor of the mouse, was asking new questions about our changing relationship with computers. if in your office you as an intellectual worker were supplied with a computer display backed up by a computer that was alive for you all day and was instantly responsible, responsive, infinitely responsive to every action you have, how much value could you derive from that? we needed a guide to help us navigate this new relationship. my whole adult life has been spent building personal computers. the history of my vocation, and my growing up are all the same and it s very hard to separate one from the other. ....
