I'm amazed at the advanced thinking of Kautilya. In the West, the systematic regulation of prostitution (which was brushed under the carpet in the past) has occurred only very recently (for instance, the state of Victoria in Australia legislated the India, on the other hand, had a well-regulated prostitution system 2300 years ago.
