DND 'pleased' to have Carlos as nat'l security adviser: Lorenzana

Outgoing Defense Secretary Delfin Lorenzana (right) and incoming National Security Adviser Clarita Carlos (left) (Photo courtesy of Secretary Delfin Lorenzana Facebook page) MANILA - Outgoing Department of National Defense (DND) Secretary Delfin Lorenzana said the appointment of Dr. Clarita Carlos as the incoming National Security Adviser is actually a homecoming of sorts as she served as a president of the National Defense College of the Philippines (NDCP). "Her appointment is actually like a homecoming to the Department since she previously served as the 16th President of the National Defense College of the Philippines from 1998 to 2001. Known for being feisty and media savvy, she holds the distinction of being the first and only female civilian to lead the higher institution for national defense and security," Lorenzana said in his Facebook post over the weekend. Lorenzana added that he had a pleasant and insightful chat with Carlos a few days ago and said the DND is happy to have her back. Carlos is a retired political science professor at the University of the Philippines-Diliman. She was also a consultant in Congress and other government agencies, including the Office of the Presidential Adviser on the Peace Process. Carlos also authored books and papers about political parties, elections, defense and security, and foreign policy, among others. In another Facebook post, Lorenzana added that he also met with his successor, incoming DND officer-in-charge and senior undersecretary, retired Armed Forces of the Philippines (AFP) chief Gen. Jose C. Faustino Jr. last June 23. "We met with Gen. Jose C. Faustino and his incoming staff. He was briefed on the mission and functions of the Department and the principal duties of the Secretary," he added. Also, Lorenzana said the presentation was short as Faustino is very familiar with the DND, having just retired as AFP chief last November. "As I said previously, he will hit the ground running as Head of the DND. Welcome aboard, Gen. Faustino and team. Good luck!" he added. Faustino will assume office as DND secretary on November 13, after the one-year appointment ban on retired military officials. Faustino took over the AFP leadership from Gen. Cirilito Sobejana who retired from military service on July 31, 2021. He retired as AFP chief after reaching the mandatory retirement age of 56 on November 12 of the same year. Before being named as the 56th AFP chief-of-staff, Faustino was the head of the Joint Task Force Mindanao and has also served as the acting commanding general of the Philippine Army. Faustino to defend 'every single square inch of the PH territory'

Jose Faustino Jr. (Photo courtesy of the Philippine Army) MANILA - Incoming Department of National Defense (DND) officer-in-charge Jose Faustino Jr. has vowed to enhance the military's defense capabilities and ensure that "not a single square inch of the [Philippine] territory is surrendered" once he takes over the post in November. This aligns with the vision of the President-elect Ferdinand "Bongbong" Marcos Jr. of a stronger and better Philippines, he said. "National security is synonymous to human security. That is why we will do our best that all programs of the department will focus on protecting and defending the sovereignty of the country, to respect human rights and international humanitarian law, address the root causes of internal conflict, and make sure to implement the order of the President that 'not a single square inch of the territory is surrendered'," Faustino said. The Revised Armed Forces of the Philippines (AFP) Modernization Program is divided into three tranches. The first was implemented from 2013 to 2017, the second from 2018 to 2022 and the third from 2023 to 2028. Equipment acquired in these programs are aimed at beefing up the country's external defense capabilities. "We are now on the Third Horizon of the AFP modernization -- building a more reliable and credible AFP in strengthening territorial or external defense capability. We will ensure the smooth implementation of the AFP Modernization (Program) and will even enhance our capability in defending our territory," he said in a message to reporters Sunday. The DND will also address the country's major concerns and security challenges, such as climate change and natural disasters, terrorism, support to law enforcement to address criminality, illegal drugs and cyber security. He assured the public that the campaign to end the local communist armed conflict, started by the Duterte administration, would continue under Marcos. "We will likewise continuously support the successful programs of the peace agreement with the MILF (Moro Islamic Liberation Front) and MNLF (Moro National Liberation Front)," Faustino said. Faustino will assume as Defense secretary on November 13, after the one-year appointment ban on retired military officials. Faustino took over the AFP leadership from Gen. Cirilito Sobejana who retired from military service on July 31, 2021. He retired as AFP chief after reaching the mandatory retirement age of 56 on November 12 of the same year. Security execs' awards to boost PH-Indonesia ties: solon

(File photo) MANILA - Senator Ronald "Bato" dela Rosa on Monday said the initiative of Indonesian President Joko Widodo to confer awards to security and military officials of the Philippines will boost the two countries' friendship. This, after the Senate adopted House Concurrent Resolution No. 23 granting consent to Department of National Defense (DND) Secretary Delfin Lorenzana, former Armed Forces of the Philippines (AFP) Chief-of-Staff Gen. Cirilito Sobejana, and 53 other AFP personnel to receive awards to be conferred by Widodo. According to the resolution, Lorenzana and Sobejana will be awarded Medals of Peace, along with that other AFP personnel who will be given Dharma Defense Medal for their excellent collaboration with their Indonesian counterparts that led to the recovery of Indonesian fisherfolk who were taken hostage by the Abu Sayyaf Group in 2019 and 2020. "Let me also take this opportunity to thank President Widodo for this initiative which will certainly strengthen the friendship between the Philippines and Indonesia," said dela Rosa, former chief of the Philippine National Police, in his manifestation of support for the resolution. Dela Rosa said he knows that any award is only a "bonus" as it has always been their love for the country that motivates soldiers to perform their mandate. "An award and commendation extended by the international community, however, takes an exemption. To our men in uniform, this is probably the highest award a soldier can receive. As not only this achievement recognizes them individually, but it is an opportunity for them to raise our flag beyond our country's national territory," dela Rosa said. In his own manifestation of support, Senator Aquilino "Koko" Pimentel congratulated the Filipino security officials and personnel. "It would be a great honor and privilege for Secretary Lorenzana and General Sobejana to be the first-ever Filipinos to receive the prestigious Medal of Peace, in recognition of their meritorious achievements, particularly in developing peace, diplomacy, friendship, and brotherhood with Indonesia," he said. Senators Risa Hontiveros and Panfilo Lacson also manifested their support to the measure. Lacson, however, said the names of the officers and soldiers who actually participated in the rescue operations should have been included. "If not, I would propose an amendment to include their names in the concurrent resolution before we pass it. I would like to think we should include their names in the resolution as proposed. Because they are the men on the ground. They risked their lives more than Sec. Lorenzana and former CS Sobejana. They deserve to be cited in the proposed resolution," he said. In response, Pimentel said he has the list of the award recipients and vowed to amend the measure and include their names. Senate Majority Leader Juan Miguel Zubiri said he will sponsor the measure for its speedy approval. (PNA) }
