Bukidnon cops on full alert for UniTeam's 'grand rally'

CAGAYAN DE ORO CITY - The Bukidnon Police Provincial Office (BPPO) will be on full alert to provide intensive security for the upcoming grand rally of a presidential aspirant who will visit the province on March 31. In a statement on Sunday, Capt. Jiselle Longakit, BPPO spokesperson, said they already conducted an initial meeting for the security plan for the campaign sortie of presidential candidate Ferdinand Marcos Jr., along with his Uni-Team party slate. "The Bukidnon police have assured that the campaign rally of BBM's (Bong Bong Marcos Jr.) camp in the province will be peaceful and successful, together with the LGU (local government unit). That is why we put in place the security plan to ensure the safety of VIPs (very important persons) and visitors and the public to watch," Longakit said. The public's strict adherence to minimum public health standards and peace and order will also be the top focus of the police authorities, she said, in accordance with the police's commitment for safe and peaceful 2022 national and local elections. JV Cabrera, the regional coordinator of Team BBM-Sara Duterte UniTeam Region 10, recently confirmed the grand rally, which will be held at the Capitol Grounds in Malaybalay, the capital city of Bukidnon province. The upcoming event in Bukidnon on March 31 will be the first grand rally of UniTeam in the Northern Mindanao region, Cabrera said. The BPPO, Longakit said, will conduct a follow-up coordination meeting next week together with the LGU to finalize the security plan for the said rally. She also asked for the full cooperation of those who plan to attend the rally in order to achieve a peaceful event and encouraged all individuals to remain vigilant against possible attempts to disrupt it. Local candidates' presidential bets As the campaign for local elective positions started on March 25, some local political parties and coalitions in the Northern Mindanao region have expressed their support for their respective presidential and vice-presidential candidates. On Sunday, the "Hugpong sa Panaghiusa," the local party led by incumbent Misamis Oriental 2nd District. Rep. Juliette Uy, declared its support for Vice President Leni Robredo as president, and Davao City Mayor Duterte as vice president. The tandem is termed as "RoSa," short for a Robredo-Sara tandem. Prior to this, an official launch of the "RoSa" movement was organized in this city by Albay 2nd District Rep. Joey Salceda, Cagayan de Oro 2nd District Rep. and Deputy Speaker Rufus Rodriguez, and Zamboanga City Mayor Maria Isabelle Climaco-Salazar. Uy, who is vying for governor of Misamis Oriental province in the May 9 elections, will be facing incumbent City Mayor Oscar Moreno, who has served three terms as provincial governor from 2004 to 2013, and Peter Unabia, the current vice mayor of Gingoog City. As early as last year, Moreno has expressed to support Robredo, together with party mate, Sen. Francis Pangilinan. On Friday, March 25, Pangilinan joined the official proclamation rally of Moreno's local slate in Balingasag, Misamis Oriental. Meanwhile, on Saturday evening, Unabia's proclamation rally was also an announcement of his local party's support to the BBM-Sara tandem. In Lanao del Norte, the local party of PDP-Laban led by incumbent Governor Imelda Dimaporo, who is seeking reelection, is also supporting the BBM-Sara slate. In Misamis Occidental, the BBM-Sara tandem was openly supported by two major local parties led by incumbent Governor Philip Tan, and incumbent Deputy Speaker and 2nd District Rep. CDO mayor unfazed by Sandigan ruling, ready to face charges

(File photo) CAGAYAN DE ORO CITY - With a string of administrative cases dismissed by the Court of Appeals (CA), incumbent City Mayor Oscar Moreno and his co-accused remain optimistic that they could hurdle the same charges being heard at the Sandiganbayan. The criminal cases, filed in 2016, stemmed from a complaint filed against Moreno, who was then the governor of Misamis Oriental when he ordered the rental of heavy equipment amounting to about PHP15 million between 2007 and 2012. In a statement Thursday, Moreno said he is planning on making a comeback to the province by running in the gubernatorial race in the 2022 elections. The accuser, engineer Antonio Nunez, alleged that Moreno and two members of the provincial bids and awards committee (PBAC) committed an irregularity when they approved the rental of heavy equipment through negotiated procurement and small-value purchases, which the Office of the Ombudsman (OMB) said was a violation of Republic Act 9184 or the Government Procurement Reform Act. Facing the charges with Moreno are former PBAC members Rolando Pacuribot and Cancio Nicanor Guibone. Moreno and Pacuribot have been charged with 16 counts of violation of the Anti-Graft and Corrupt Practices Act and falsification of public documents, as provided under the Revised Penal Code. Guibone, meanwhile, was Moreno's co-accused in one of the anti-graft cases. The anti-graft court's 2nd Division issued a resolution denying Moreno's motion to file a demurrer to evidence on Monday. A demurrer to evidence is a motion to dismiss on the ground of insufficiency of evidence. According to the Sandiganbayan, it is a remedy available to the defendant, to the effect that the evidence produced by the plaintiff is insufficient in point of law, whether true or not, to make a case or sustain an issue. 'Not unexpected' Meanwhile, Moreno's legal team said the mayor and his co-defendants are ready to present evidence to prove their innocence on the cases in the Sandiganbayan. "This recent turn of events is not unexpected. It is a foreseeable outcome of regular and ordinary judicial proceedings, which concomitantly comes with a plethora of opportunities for different courses of legal action," said lawyer Dale Bryan Mordeno, the mayor's head legal counsel. Mordeno said they received the resolution of the 2nd Division of the Sandiganbayan, dated Nov. 22, 2021, on criminal case nos. SB-18-CRM-0114, 0134-0136, 0137, 0142, 0151, 0229, 0274, 0388, 0395, 0405, 0496-97, and 0145-50. "Ultimately, with the denial of our 'Motion for Leave of Court to file a Demurrer to Evidence', the time for us to present our evidence becomes certain. And when we do, the truth remains to be the strongest arsenal in our favor," he said. He added it would just be a matter of time for the anti-graft court to dismiss the criminal cases against Moreno and key officials of the Capitol when he was still governor. Mordeno said the facts and circumstances of the cases are the same as the administrative cases that were already overturned by the CA in July 2019. "We remain poised to exhaust all the legal remedies that are available for us to utilize," he said. "The OMB even failed to prove guilt based on a lighter requirement of proof, which is substantial evidence in the administrative aspect of this legal action, how much more for the criminal cases, which would require evidence of guilt beyond a reasonable doubt." The CA, in a 33-page decision signed by Associate Justices Victoria Isabel Paredes, Marlene Gonzales Sison, and Maria Elisa Sempio Diy, dismissed all the administrative cases related to the equipment rentals, saying the Ombudsman failed "to show convincing proof that Oscar Moreno, when he was governor of Misamis Oriental, did wrong in approving the rental of heavy equipment for road repairs." The court further chided the Ombudsman after it "acted with grave abuse of discretion in relying only on the audit findings as if the findings were conclusive." The CA added that the Ombudsman should have conducted its investigation. (PNA) }

The filing of the COCs was led by incumbent Misamis Oriental Gov. Yevgeny Vincente Emano, who is on his last term and aiming for the province's 2nd District congressional seat, and Gingoog City Vice Mayor Peter Unabia, who is eyeing the gubernatorial post. Their party mates, either seeking reelection or first-timers, are Syramae Emano, Dexter Yasay, Gerardo Sabal III, Marlon Khu, Frederick Khu, Wayne Militante, Leoncio Abejo, and Rey Buhisan. Unabia's son, Christian, is seeking reelection as Misamis Oriental's 1st District representative, while incumbent Vice Gov. Jeremy Jonahmar Pelaez is running for the same position. Although the Unabias carry the PaDayon Pilipino banner locally, they are also affiliated with the Lakas ng Tao-Christian Muslim Democrats (Lakas-CMD), a national party. "We assured Unabia that we will help him win," Emano said during the gathering after the filing of the COCs. Emano said Unabia "will be leading us in the next couple of months to hopefully be able to capture not only victory but services to the people." Unabia will likely face off against incumbent City Mayor Oscar Moreno and incumbent Misamis Oriental 1st District Rep. Juliette Uy for the gubernatorial post should they proceed to file their COCs on or before October 8, since the two have signified their interest for the position earlier this year. Unabia said before the filing, he has consulted with local chief executives in the province regarding the projects that will be implemented in the barangays. "Aside from filing my COC, I have also filed my certificate of dedication to serve the people of our province. I also filed my commitment, deep commitment, to serve the people, especially those who are so marginalized, the less privileged," he said. In a separate interview, the younger Unabia affirmed that unity is a key element in the effective and efficient delivery of services to the province's constituency and that his goals will remain the same whoever sits at the provincial capital. "It won't matter if my father is the governor or not. I was chosen by the people, and that's motivation enough for me to give my 110 percent," the congressman said. For this city, PaDayon has fielded Phividec administrator Jose Gabriel La Vina to vie for the mayoral post for the second time, after losing in 2019, with incumbent councilor Jocelyn Rodriguez for vice mayor. The two will likely compete against incumbent 1st District Rep. Rolando Uy for mayor, and incumbent councilor Edna Dahino for vice mayor, all Moreno's allies. Dahino filed her COC on October 1 and confirmed Uy will seek the mayoralty but hasyet to file his COC this week, along with the latter's son, Rainier Joaquin Uy, the city's current Vice Mayor. Jocelyn's brother, incumbent 2nd District Rep. Rufus Rodriguez, will seek re-election, while incumbent councilor Lordan Suan will run for representative in the 1st District. CdO warns raps vs. 'stubborn' COVID patients, contacts

CAGAYAN DE ORO CITY – “Stubborn” COVID-19-positive patients and their close contacts may face charges for not cooperating with the local government unit (LGU) in its pandemic response, the City Health Office (CHO) warned on Wednesday.
Dr. Lorraine Nery, CHO acting head, said the LGU would issue a public advisory a few days from now stating the legal provisions for those uncooperative individuals where they may face charges under Republic Act 11332 or the “Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act”.
Although the law has been in place since the onset of the pandemic, Nery said it is about time to put teeth in enforcing it because the city is placed under modified enhanced community quarantine due to the surge in coronavirus disease 2019 (COVID-19) cases.

Oro councilor, city hall employees red-tagged on social media

A POST has been circulating on the social media stating that the Cagayan de Oro City's Higala App poses a security risk, as well as red-tagging City Councilor Malou Seriña Gaane and some city hall employees.
The post contains a photo showing the alleged connections between some of the city hall employees, one of whom is a staff of Gaane, to the New People's Army (NPA).
Gaane is the principal author of the Higala App ordinance.
Asked for his reaction, City Mayor Oscar Moreno said those who red-tagged the city councilor and the city's employees are "trolls" who are not worth being dignified with a reply.
