New Nolcom commander assumes post

Ernesto Torres Jr. assumed his post as the 32nd commander of the Armed Forces of the Philippines' Northern Luzon Command (Nolcom) based in Camp General Servillano Aquino in Tarlac on Monday. He replaced acting Nolcom chief, Maj. Gen. Andrew Costelo, who is now the commander of the 7th Infantry "Kaugnay" Division, Philippine Army. Torres is the former commander of the Philippine Army's 10th Infantry "Agila" Division based in Davao de Oro and former chief of the Civil Relations Service of the Armed Forces of the Philippines (CRSAFP). Torres said it is a daunting task to lead Nolcom as one of the key units of the AFP that address both the internal security and territorial defense challenges of the country. He called on local chief executives, non-government organizations (NGOs), media, civil society groups, other organizations, and stakeholders to have continuous collaboration and cooperation to end local communist armed conflict. "I humbly ask for your untiring and unwavering support, cooperation, dedication, and commitment. Through these efforts, we can collectively put pressure on what remains of the communist terrorist groups (CTGs), and other armed groups, to shun the use of arms and violence, and replace such a culture of violence with a culture of security, peace, and development," Torres said during the virtual change of command ceremony. Aside from addressing the country's internal security, Torres likewise stressed the importance of securing the sovereignty of the state and the integrity of the national territory. As defenders of the nation, he asked all the joint task force commanders and task group commanders components under Nolcom to always be abreast of the regional situation and development. "As we remain steadfast in our internal security operations and ever vigilant in securing the territorial integrity of our national territory, we should be also prepared to confront an unseen adversary such as climate change and the current pandemic we are facing," he said. Torres encouraged all his men to be good and professional at all times. "As your commander, I call on every soldier, airman, and sailor to always maintain a balance by developing a character that is, "loved by the people but feared by the enemy," he told them. He also thanked the chief of staff of the AFP for the opportunity to serve under his tutelage. "In return, I commit to doing my level best to live up to the expectations that this position entails, all in God's graces. This is what is expected of me, and rest assured that I shall give nothing less," he added. Torres is a member of the Philippine Military Academy "Makatao" Class of 1989. Fresh from the Philippine Military Academy, he served as a platoon leader and a personnel officer in the 44th Infantry Battalion of the 1st Infantry Division in 1989. His tactical proficiency and brilliance were recognized by his alma mater when he served as an instructor and a tactical officer in Philippine Military Academy in 1995. In 2002, he became the deputy to the assistant chief of staff for Intelligence G2 in the 2nd Infantry Division. In 2013, he became the assistant chief of staff for Operations G3 in the 7th Infantry Division. Torres also assumed various civil-military operations positions. He became the operations officer in East Timor in 2001 as a part of the Philippine United Nations Contingent, and chief of Intelligence of the Republic of the Philippines - US Military Exercise in 2003. DND welcomes new heads in key AFP commands

"The DND welcomes the appointment of Maj. Gen. Ernesto C. Torres Jr. as the new commander of the AFP (Armed Forces of the Philippines) Northern Luzon Command, vice Lt. Gen. Arnulfo Marcelo B. Burgos Jr., and Rear Admiral Alberto B. Carlos as the new chief of the AFP Western Command, vice Vice Admiral Roberto Enriquez," Lorenzana said. Torres, a member of the Philippine Military Academy Class of 1989, is also the head of the Davao de Oro-based 10th Infantry Division and former commander of the Civil Relations Service of the AFP. He was also head of Joint Task Force Haribon and deputy commander of the Eastern Mindanao Command. Torres replaces Brig. Gen. Andrew Costelo, who assumed the post in an acting capacity after the retirement of Burgos on December 1 last year. Carlos, who is the incumbent commander of the Philippine Fleet, is a member of the US Naval Academy Class of 1989. He served as AFP deputy chief of staff for logistics aside from being a ship captain and an aviator. He will replace Enriquez who will bow out of the service on January 24 upon reaching the mandatory retirement age of 56. "Maj. Gen. Torres and Rear Admiral Carlos will take over the helms of the two commands of the AFP tasked with protecting the country's northern and western frontiers," Lorenzana said. He also confirmed the appointment of Maj. Gen. Nestor Herico as Philippine Marines commandant. Herico will assume the post on February 21, replacing Maj. Gen. Ariel Caculitan upon his retirement. "As these gentlemen assume their new roles in the organization, I am confident that they will rise to the occasion and effectively lead our troops in securing our nation and our people," Lorenzana said. Meanwhile, the AFP also welcomed the appointment of Torres, Herico, Carlos, and two other officials - Army Maj. Gen. William Gonzales and Rear Adm. Rommel Anthony SD Reyes - to key positions in the military, as approved by President Rodrigo R. Duterte. Gonzales, the commander of the 11th Infantry Division, was designated as The Inspector General (TIG) of the AFP effective January 17. He replaced Marine Brig. Gen. Joseph Ferrous S. Cuison, who served as the acting TIG after the retirement of Lt. Gen. Franco Nemesio Gacal on December 8. Meanwhile, Reyes will assume as the AFP Deputy Chief of Staff effective February 25, replacing Vice Adm. Erick Kagaoan upon his retirement. "These appointments speak of the integrity of the selection system of the AFP, given the outstanding performance and extensive experience of these officers that made them earn the trust of the AFP Board of Generals and the approval of the President to perform the duties and responsibilities entailed in the new positions given them," AFP spokesperson, Col. Duterte names Torres as new Nolcom commander

Ernesto Torres Jr., former Civil Relations Service of the Armed Forces of the Philippines (CRSAFP) chief, as the new commander of the Northern Luzon Command (Nolcom). Torres will replace former Nolcom commander, Lt Gen. Arnulfo Marcelo Burgos. In a January 7 letter addressed to Department of National Defense (DND) Secretary Delfin Lorenzana, Duterte said he has accepted the latter's endorsement to designate Torres as new Nolcom commander. "I wish to inform you that, per your letter-endorsement and in accordance with the recommendation of the Chief of Staff, Armed Forces of the Philippines (AFP) and Chairman AFP Board of Generals, pursuant to Republic Act No. 8186, as amended by Republic Act No. 9188, the designation of Major General Ernesto C. Torres Junior O-10054 Philippine Army as Commander, Northern Luzon Command, Armed Forces of the Philippines vice Lt. Gen. Arnulfo Marcelo B. Burgos Jr. O-9865 PA is hereby approved effective this date," the letter read. Prior to his appointment, Torres was head of the Joint Task Force Haribon and deputy commander of the Eastern Mindanao Command. Torres, a member of the Philippine Military Academy Class of 1989, is an experienced public affairs officer with stints in the General Headquarters and the Philippine Army. He was also the commander of the 1003rd Infantry Brigade and Army assistant chief of staff for personnel, or G-1. Torres' combat and administrative experience were highly recognized with several Distinguished Service Stars, Distinguished Service Medals, Meritorious Achievement Medals, Bronze Cross Medals, and Outstanding Achievement Medals, among others. Meanwhile, Duterte also approved the appointments of Col. Adonis Ariel G. Orio and Col. Randolph Cabangbang to the rank of Brigadier General. PCA sends 15K coco seednuts to 'Odette'-hit areas

(Photo courtesy of PCA) MANILA - The Philippine Coconut Authority (PCA) has started shipping out some 15,000 coconut seednuts for the farmers affected by Typhoon Odette. The PCA on Wednesday said it coordinated with the Armed Forces of the Philippines (AFP) to deliver seednuts using military trucks. AFP's Civil Relations Service and Southern Luzon Command said it transported some 6,000 coconut hybrids (MRDxTAG), 3,000 dwarf coconut seednuts and planting materials to Palawan on Wednesday. The PCA-Calabarzon has also committed to sending 20 units of chainsaw as support for timely debris management and lumber utilization. The PCA has been working nonstop to assist coconut farmers whose plantations were devastated by "Odette". Of the estimated PHP10-billion damage in the agriculture sector, PHP1.58 billion are in the coconut sector as 10 million coconut trees were totally damaged by the typhoon, according to data shared on Tuesday. Apart from farm recovery assistance, the PCA has also coordinated with the Department of Human Settlements and Urban Development (DHSUD) to guarantee the rehabilitation of farmers and their families. While the Department of Social Welfare and Development (DSWD) provides temporary employment to chainsaw operators, haulers, and helpers through a cash-for-work program, coconut lumbers will be turned over to the DHSUD to be used for the construction of temporary housing facilities.
