Are we having the wrong focus? >> i think people shouldn't get hung up on the semantics. the constitution doesn't have a name for probe or investigation. there's no federal law that requires you give it a particular name. it's not in the house rules that it has a particular name or procedure. it can arise from the floor and be sent to the floor for consideration and sent back as articles or arise from the committee itself. people are most familiar from the last presidential impeachment. it was sent fl the floor. there have been a lot of impeachments. judicial impeachments that have arisen in t...
