Dean has been chief executive of Pacific Trust Otago since 2014, having served an initial term from November 2010 to June 2011. He was the general manager of the Pacific Island Advisory and Cultural Trust in Invercargill from 2011 to 2014. Prior to those roles, he was the principal of Kew School and the founding principal of New River Primary School when it merged. He has helped establish an early childhood centre for Pacific children in 2001 and an after-school programme in the 1990s.
