Our heroes deserve respect and not the baseless accusations in your ill-prepared and poorly researched report," said the statement of the Western Visayas Regional Task Force to End Local Communist Armed Conflict (RTF6-ELCAC) furnished to the Philippine News Agency (PNA) on Tuesday. The RTF6- ELCAC, through its spokesperson Provincial Prosecutor 2 Flosemer Chris Gonzales, expressed its support for the statement of Defense Secretary Delfin Lorenza calling out the erroneous report that maligned government troops. The report, according to Gonzales, was summarized in the very much adulterated, abused, and misused term "human rights abuses". "These men and women in the armed services put their lives on the line, day in and day out. They spearhead humanitarian and disaster response efforts in times of calamities," he said. Gonzales added that the country's state forces are at the frontline in campaigns to neutralize terrorist groups including the Islamic State (ISIS) extremists, Abu Sayyaf Group (ASG), and the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF). The US State Department seemed to be detached from the realities on the ground, he said. "The one who made the report for you might have stayed in front of the computer screen while writing the erroneous report. Tell your researchers to go down on the ground with our troops so that you will know what we're doing here," the spokesperson urged. The 2021 Country Reports on Human Rights Practices released last week claimed that the US received "credible" information on the supposed human rights violations perpetrated by Philippine security forces. BACOLOD CITY - Thirteen cities and municipalities in Negros Occidental are being considered "areas of concern" in the May 9 national and local elections, according to data from the Commission on Elections (Comelec). Provincial Election Supervisor Roberto Salazar said on Monday these local government units were identified by the Philippine National Police and the Armed Forces of the Philippines. "They already gave their recommendation to the Regional Joint Peace and Security Coordinating Center," he said in an interview. Included are Don Salvador Benedicto, which is listed as an "area of concern"; Manapla, Silay City, Victorias City, Toboso, Binalbagan, Himamaylan City, Kabankalan City, and Hinobaan as "areas of immediate concern"; and Candoni, Moises Padilla, and Escalante City as "areas of grave concern". Salazar said considering the Comelec has not yet issued a resolution related to the categorization of watchlist areas, there might still be changes in the list. In 2019, Moises Padilla was placed under Comelec control on May 6, or a week before the polls, following the killing of two reelectionist councilors and a former councilor. Initially, the central Negros town a was listed as an "area of grave concern", with a history of poll-related incidents in the past two elections, intense political rivalry, and the serious threats posed by the New People's Army and other lawless elements. BACOLOD CITY - Two local government units (LGUs) in Negros Occidental have again been identified as possible "areas of concern" during the May 9 national and local elections. Outgoing Provincial Election Supervisor Ian Lee Ananoria, set to be transferred to Iloilo province this week, on Tuesday identified the areas as Moises Padilla town and Escalante City, both with histories of election-related incidents in the previous local polls. Ananoria said the two LGUs could be added to the list although the Commission on Elections (Comelec) has yet to establish the parameters on how to declare certain areas as "hotspots". "Still being considered, but not officially declared. It's still being validated. One of the parameters is past election incidents. They have incidents. Obviously, they will be considered," he said in a virtual press conference. Ananoria said this was discussed during the meeting of the Provincial Joint Peace and Security Coordinating Center (JPSCC) on January 8. Together with the Comelec, the JPSCC consists of the Negros Occidental Police Provincial Office, the Philippine Army's 303rd Infantry Brigade, and the Philippine Coast Guard Station -Negros Occidental. During the May 2019 elections, Moises Padilla was placed under Comelec control on May 6, or a week before the polls, following the violent incidents that killed two re-electionist councilors and a former councilor. DILG supports abrogation of DND-UP agreement and calls for a review of its own 1992 agreement with UP


QUEZON CITY, Jan. 24 -- The Department of the Interior and Local Government (DILG) supports the recent act of the Department of National Defense (DND) abrogating the 1989 University of the Philippines (UP)-DND accord.
DILG Officer-in-Charge (OIC) Usec. Bernardo Florece said that “The agreement has become obsolete and no longer attuned to the times. It was signed way back in 1989, three years after the end of the Marcos dictatorship. The times have changed. The conditions have changed.”
Florece agreed with the DND of the ongoing clandestine recruitment inside UP campuses by the CPP/NPA/NDF through its various front organizations and that the agreement is being used by the Communist Terrorist Groups (CTGs) to allow them to operate freely. "This fact has been tolerated by the government for a long time out of respect for the agreement,” he added.

The Department of the Interior and Local Government on Saturday expressed support for the abrogation by the Department of National Defense of its 1989 accord with University of the Philippines.
In a news release, DILG Officer-in-Charge (OIC) Usec. Bernardo Florece said, “The agreement has become obsolete and no longer attuned to the times. It was signed way back in 1989, three years after the end of the Marcos dictatorship. The conditions have changed.”
Florece agreed with the DND of the ongoing clandestine recruitment inside UP campuses by the communists and its front groups, including the New People's Army.
"This fact has been tolerated by the government for a long time out of respect for the agreement,” he pointed out.

After ending UP-DND accord, Lorenzana targets PUP next

Defense Secretary Delfin Lorenza on Thursday said he also wants to terminate the Defense Department’s agreement with the Polytechnic University of the Philippines (PUP) which bars the entry of state forces in its grounds without prior notice.
According to Chino Gaston’s report on “24 Oras,” this came after the Department of National Defense’s (DND) decision to unilaterally terminate its agreement with the University of the Philippines.
“PUP daw, but I haven’t seen. If you can present to me a copy, I will abrogate it also,” Lorenzana said.
GMA News has sought the PUP management for comment but has yet to get a response.
