Replacement SNAP Benefits
Recipients who lost food and/or their Lone Star card in the winter storms can apply for replacement food benefits for both regular Supplemental Nutrition Assistance Program (SNAP)  allotments and SNAP emergency allotments provided in response to COVID-19. 
SNAP benefits recipients are encouraged to request replacement benefits through one of the following options:  
Dial 2-1-1 and select option 2.  
Download and complete Form H1855 (Affidavit for Nonreceipt or Destroyed Food Stamp Benefits),  
Once completed, the form can be faxed to 1-877-447-2839, or  
Mailed to Texas Health and Human Services Commission, PO Box 149027, Austin, TX 78714-9027.

AUSTIN, Texas (News release) - Governor Greg Abbott today announced that the Texas Health and Human Services Commission (HHSC) has received federal approval to automatically provide replacement benefits for Supplemental Nutrition Assistance Program (SNAP) recipients in 66 impacted counties for food lost or destroyed due to winter storm Uri, which began on Feb. 11. Those 66 counties met federal criteria for mass replacements of benefits based on the severity of storm impacts in their area.
“Thank you to our federal partners for approving these replacement benefits for Texans in need,” said Governor Abbott. “As we recover from the severe winter storm, we are ensuring that Texans affected by this storm can continue to put food on the table.”

SNAP recipients in Texas can now apply to have food benefits lost or destroyed during the recent winter storm replaced after the state was granted federal approval, the office Gov. Greg Abbot confirmed.
SNAP recipients who have had food lost or destroyed due to the storm need to apply for replacement food benefits for regular SNAP allotments and SNAP emergency allotments that were provided in response to COVID-19.
"I thank our federal partners for swiftly approving SNAP benefit replacements for food lost or destroyed in the wake of this winter weather disaster," Abbott said. "This support is essential to help Texans continue to provide nutritious meals for their families in these challenging times."
