[ siren ] >> i mean, shocking. after that, a plain clothes officer arrived at the scene and also held ms. pennick down. the california highway patrol said she put herself and others in danger. they haven't identified the officer in the video. but say he's on paid leave while they conduct a full investigation. >> we are looking at every possibility.
