Regional body to form task force for E. Visayas railway study

(Photo by Ormoc city government) TACLOBAN CITY - The Regional Development Council (RDC) will form a task force to prepare a concept note for the Eastern Visayas railway system eyed more than 20 years ago. RDC chair and Ormoc City Mayor Lucy Torres-Gomez said the region's highest policy-making body agreed in its special meeting on Jan. 31 to form the task force composed of various national government agencies and local government units. The proposed body will include members from the Department of Transportation, legislative district offices, the Department of Public Works and Highways, Land Transportation Franchising Regulatory Board, Department of Environment and Natural Resources, National Economic and Development Authority, six provincial government, seven cities, and private sector representatives. "We need a concept note to get funding for the feasibility study. It is a brief outline of the project we have in mind. This is a requirement to get funding for the feasibility study," Gomez said. The official admitted that coming up with a master plan will take years. She, however, expressed optimism that the planning stage will be completed during the first three years of the Marcos administration. "Nobody can even say where the routes are since the direction depends on the output of the feasibility study. In terms of the station and which phase will be developed first, that is for the study to say," Gomez added. A simple version of the concept note will include an introduction, a background, proposed objectives and results and a budget overview. "The project is ambitious and very expensive, but it will ease transport and experience better mobility. The social and economic impact will be very good. The project has been on the bucket list since 1999 and we hope its time has come," she told reporters. Currently, the country has three operational commuter lines operated by the Philippine National Railways (PNR). These are the PNR Metro Commuter Line, located in Metro Manila, the PNR Inter-Provincial Commuter between Laguna and Quezon and the PNR Bicol Commuter Line located in the Bicol Region. (PNA) }

76% of government agencies' budget approved

(File photo) MANILA - The House of Representatives has approved at least 76 percent of all government agencies' budgets before wrapping up the floor debates and moves for the approval of the PHP5.268-trillion National Expenditure Program (NEP). House Majority Leader and Rules Committee Chair Manuel Jose "Mannix" Dalipe on Friday said utilizing the various teams that he created to manage the flow of deliberations in the plenary, the House has approved the budget of a total of 54 departments, attached agencies, and constitutional bodies, failing only to act on budget of four agencies. "The implementation of schedules and the flow of the plenary discussion has been executed flawlessly by our team of deputies in the Rules Committee and the Committee on Appropriations. I see longer and more heated discussions on the budget of some agencies this week but it is nothing we cannot handle. I'm confident we will terminate all debates by Sept. 28 and approve the budget bill by Sept. 30," Dalipe said on Friday. Dalipe said the House leadership decided to defer until this week the discussion and the approval of the budget of the Department of Finance and its attached agencies; the National Economic Development Authority and its attached agencies; and the Energy Regulatory Commission. The funding for the Department of Social Welfare and Development (DSWD) was approved Friday but not the budget for its attached agency, the National Commission on Indigenous Peoples (NCIP). Dalipe said this is to avoid unnecessary delays as he admitted that there are a lot of Congress members who want to raise questions on the budget allocations of these agencies, so they decided to list them up this week to give time for lengthier debates. "We will have fewer agencies to tackle on the floor so we can give our members more time to discuss their budget while expediting the budget approval of the other government offices. But certainly, their budget will be approved in time before our September 28 deadline," Dalipe said. Laoag airport wants ban on pigeon raising, flying

Laoag International Airport.(Contributed photo) LAOAG CITY - The Laoag International Airport (LIA) is seeking the help of local government units located near its fly zone to prohibit the raising and flying of pigeons which may threaten public safety when they accidentally collide with airplanes. According to Civil Aviation Area Manager Ronald V. Estabillo of the LIA on Tuesday, "pigeons are one of the greatest threats for airplanes" which needs to be addressed as the Laoag airport continues to upgrade its facilities to allow bigger aircraft to land here. "Incidents of bird strikes have been recorded previously and we want to prevent such incidents again in the future for the safety of passengers and operators during air travel," he said. Estabillo said several airports have tried using equipment to scare away pigeons with loudspeakers that broadcast sounds of owls and other predators but have had little success. In view of this, a wildlife hazard management committee composed of representatives from the Civil Aviation Authority of the Philippines (CAAP), Department of Environment and Natural Resources, Philippine Airlines Express, Aviationlink Asia, city government of Laoag, and the municipalities of Bacarra, San Nicolas and Paoay will be formed to take necessary measures in the implementation of the Wildlife Hazard Management Plan for the airport. CAAP Advisory Circular 139-05A provides guidelines for the establishment of wildlife hazard management at airports and aerodrome operators founding the development of the Wildlife Hazard Management Plan. The group is set to meet on Thursday to tackle the issue and formulate specific strategies and bird strike control measures. One of the proposed measures is for the concerned local government units near the airport to pass an ordinance prohibiting the raising and flying of bird species in the immediate vicinity of the airport to prevent collision between aircraft and birds during landing. Local government units are likewise urged to see to it there is proper management of existing dumpsites and to prohibit the opening of the new sanitary landfill within the 13-kilometer radius of the airport.
