And the office really dropped the ball here. i think that they thought that they could deal with the problem by talking to massa and confronting him with the conduct. but clearly, they were not able to rein him in. his conduct was out of control. and i think that they also dropped the ball in raising it to the democratic leadership or to the leadership. i think they felt they could rein this in, and they really did not -- they were not effective. and i think this is a local problem with the office. i'm delighted to see that congress is going to take seriously training people like chief of staf...
