A FLOOD recovery expert known for his compassion and competence as he supported flood-stricken communities in Carlisle has died. Paul Hendy came to prominence in 2005 when, living in the city, he played a key part in helping victims of the floods He used his hard-won expertise - and his ability to empathise with victims - to set up the Scottish Flood Forum.
