The
Youth Justice Legislation Amendment Bill 2021 (NT) was introduced to parliament by the Gunner Government last Wednesday and was passed on Tuesday night with bipartisan support.
The changes were fast tracked despite calls for a consultation period.
The legislation removes the presumption of bail for first time offenders and automatically revokes bail if conditions are breached.
It is now also more difficult for the courts to divert children from the criminal justice system if they have previously failed to complete a diversionary program.
David Woodroffe of the Northern Australian Aboriginal Justice Agency (NAAJA) said the laws create a zero-tolerance environment to youth offending that will put more children behind bars and make them more likely to reoffend.

An indigenous attorney-general has launched a blistering attack on an 'inner city Melbourne' Greens senator who assumed she was a 'white man'.
During a speech in Canberra on Tuesday, Senator Lidia Thorpe assumed NT Attorney-General Selena Uibo was a man who was 'hopefully' white. 
Senator Thorpe, a Gunnai Gunditjmara and Djab Wurrung woman, was delivering a speech about changes to youth bail laws when she made the blunder.
'I do hope the Attorney-General, given he probably didn't read the royal commission recommendations, hopefully he listens to these experts,' she said. 
'Hopefully, they're white. You know, white is right in this place.'

NT senator Sam McMahon has cited kids "knowing what they are doing" as a reason why the Territory should leave the age of criminal responsibility at 10, as the government indicates it supports raising it "in principle".
The Royal Commission into the Protection and Detention of Children in the NT recommended the move to raise the age of criminal responsibility from 10 to 12 years old, which was tabled in parliament in November 2017.

When a 55-year-old man was found guilty of having sex with and assaulting his 14-year-old "promised bride" in the mid-2000s, the Northern Territory Supreme Court handed him a two-year sentence, suspended after just one month.
The short jail term — which was based on the court's finding that the man believed his actions were permitted under traditional law — was later increased to a minimum of 18 months after the original sentence was deemed "manifestly inadequate" on appeal.

The Gunner Labor government has come under sustained scrutiny as questions over its standards of transparency and staff behaviour have consumed another day of NT Parliament.
Key points:
The staffer has apologised, but the government declined to refer the matter for investigation
It follows a week of intense criticism over the Gunner government's handling of various issues
A Labor staff member also resigned over the issue and, while that person was named in Parliament today, the ABC is for legal reasons unable to name him at this time.
