중기부·한국벤처투자, 용역서 종합주가지수 방식

새로 나온 창업·벤처 생태계 종합지수(창업·벤처종합지수)는 기준년도인 2010년(100) 대비 2020년 현재 284.7로 10년새 2.8배 올랐다.

중소벤처기업부는 한국벤처투자와 함께 '창업·벤처 생태계 종합지수 개발'을 위한 연구용역을 진행한 결과 기업, 투자, 정부 3개 지수와 26개 지표를 종합한 창업·벤처종합지수를 개발했다고 19일 밝혔다.

창업·벤처 업계 동향과 생태계 추이를 파악하기 위해 계량화한 지수 개발에는 과학기술정책연구원 김선우 박사팀, 한국산업기술대 고혁진 교수, 서울과학기술대 안용길 교수가 참여했다.

기업지수에는 ▲창업기업수 ▲벤처기업수 ▲벤처천억기업수 ▲벤처기업 고용 ▲창업률 등 10개 지표가, 투자지수에는 ▲투자기관수 ▲벤처투자 기업수 ▲벤처펀드 투자금액 ▲IPO 회수기업수 등 9개 지표가, 정부지수에는 ▲정부 창업지원 예산 ▲모태펀드 출자금액 ▲벤처펀드 결성금액 등 7개 지표가 각각 포함돼 있다.

우선 개별지수 중 기업지수는 2010년 100에서 2020년 136.8로 10년새 1.4배 성장했다. 이 기간 천억벤처기업수 지표가 211.1로 가장 많이 오른 영향이 컸다. 벤처기업수도 160.3으로 지수 상승을 이끌었다. 천억벤처기업은 2019년 현재 617개, 벤처기업은 2020년 기준으로 3만9511개로 각각 집계됐다.

투자지수는 2020년 395.3으로 3개 지수 중 가장 큰 폭으로 올랐다. 특히 회수금액 지표가 무려 822.4로 10년새 가장 많이 오른 영향이 투자지수 상승을 주도했다. 투자기관수도 471.8을 기록했다.

정부지수는 2010년 100에서 2020년 359.2로 10년 동안 3.6배 성장했다. 중기부의 창업기업 지원 예산만 지난해 9976억9000만원으로 1조원에 바짝 다가서며 마중물 역할을 톡톡히 한 것이 정부지수 상승을 견인했다. 정부지수에 포함된 창업기업 지원예산 지표는 693.1을 기록했다.

이처럼 2020년 현재 ▲기업지수 136.8 ▲투자지수 395.3 ▲정부지수 359.2를 포함한 창업·벤처종합지수는 284.7을 기록했다. 종합지수 산정시 가중치는 기업·투자지수 각각 40%, 정부지수는 20%을 적용했다.

과학기술정책연구원 김선우 박사는 "연구 결과 정부지수가 가장 크게 증가한 것으로 나타났으며, 상대적으로 기업지수의 증가율은 낮았다. 이는 우리나라의 창업·벤처 생태계 성장에 정부와 투자자의 역할이 크다는 것을 보여주는 결과"라면서 "이번 연구는 창업·벤처 생태계를 구성하는 주요 지표를 발굴하고 이를 지수화해 시계열적인 변화 추이를 알기 쉽게 나타냈다는 점에서 의의가 있다"고 전했다.

다만 ▲충분한 시계열 확보 및 지속적인 지표 발굴 필요 ▲성장이 부진한 지표에 대해선 심층진단을 통한 개선방안 수립 필요 ▲창업·벤처 생태계 지수(종합 지수)의 계층 다양화, 확장 및 역동성(혹은 활력) 지수 도출 등은 향후 과제로 꼽혔다.

중기부 전세희 투자회수관리과장은 "이번 지수 개발 배경은 창업·벤처 생태계의 성장 모습을 계량화 해보는데 의미가 있으며, 생태계의 성장은 창업·벤처기업과 투자자, 정부 등 생태계 주체가 모두 노력해 만들어낸 성과"라면서 "중기부는 이번에 개발된 종합지수를 향후 생태계의 지속가능한 성장에 필요한 정책개발의 참조지표로 적극 활용할 예정"이라고 밝혔다.
