เมื่อ 30 มิ.ย. แอมเนสตี้ อินเตอร์เนชั่นแนล องค์กรด้านสิทธิมนุษยชน เผยถึงรายงาน 47 หน้าเกี่ยวกับกฎหมายความมั่นคงฉบับใหม่ที่รัฐบาลฮ่องกงนำมาปรับใช้ตามมติของรัฐบาลจีนเมื่อปีกลาย โดยใช้หลักการวิเคราะห์จากคำตัดสินของศาล การพิจารณาไต่สวนในชั้นศาล รวมถึงบทสัมภาษณ์กลุ่มนักเคลื่อนไหว ทำให้สรุปได้ว่าเจ้าหน้าที่ฮ่องกงใช้กฎหมายฉบับนี้ทำการตรวจสอบ คุกคาม จับกุมและดำเนินคดีที่ถือว่าละเมิด

ทั้งนี้ นายยามินิ มิชรา ผู้อำนวยการแอมเนสตี้ฯ ประจำภูมิภาคเอเชียแปซิฟิก เผยว่า ช่วงระยะเวลา 1 ปี กฎหมายความมั่นคงฉบับนี้ทำให้ฮ่องกงเข้าสู่เส้นทางที่ทำให้กลายเป็น “รัฐตำรวจ” และคุกคามสิทธิมนุษยชนต่อการดำรงชีวิตประชาชน สร้างบรรยากาศแห่งความหวาดกลัวที่บีบให้ประชาชนต้องคิดทบทวนเกี่ยวกับสิ่งที่จะพูด สิ่งที่จะทวีตข้อความและการดำรงชีวิตคล้ายคลึงกับบรรยากาศในจีน ขณะที่รัฐบาลฮ่องกงยังไม่ได้ออกมาแสดงความคิดเห็นนี้ แต่ฝ่ายเจ้าหน้าที่เผยว่า การจับกุมทั้งหมดที่เกิดขึ้นเป็นไปตามกฎหมาย ไม่มีใครอยู่เหนือกฎหมายไม่ว่าจะอยู่ในตำแหน่งอาชีพการงานใด.
