BISMARCK — North Dakota Gov. Doug Burgum vetoed his first bill of the session on Wednesday, March 31, citing legal concerns.
House Bill 1378 would allow the Legislature to consider bills and conduct other official business in December of even-numbered years — just before the biennial legislative session. The Legislature meets then to hold its organizational session, but normal legislative business has to wait until January. The bill, sponsored by Fargo Republican Rep. Andrew Marschall, passed the House of Representatives by a 57-36 vote and the Senate by a 41-6 vote.

Term limit proposal defeated in the House

The House has rejected a proposed Constitutional amendment that would have imposed term limits on the Governor and the Legislature.
Under HCR 3036, a Governor would be limited to two terms, or 8 years, and a Legislator could serve four terms, or 16 years. The measure would have been retroactive.
It came out of committee on a 7-6 "do not pass" recommendation.
"What we did was recognize the value that we have in our long-term legislators," said Rep. Shannon Roers-Jones (R-Fargo). "We have elections every four years, and that is the voters' opportunity to retire legislators who they feel are ineffective."
The amendment’s author – Rep.  Jeff Magrum (R-Hazelton) – told the House he had been a supporter of term limits before he was elected – and he believes in them more than ever, especially after what he termed the “debacle” last Thursday, when the House voted to expel Rep. Luke Simons (R-Dickinson).

Against odds, youth continue engaging in politics

BISMARCK -- University of North Dakota law student Katie Winbauer says she has always been interested in politics, and the tumult of recent political activity on the national stage hasn’t changed that.
“Probably since middle school I’ve been the one to push my friends and family to be more interested,” Winbauer said. “I kind of took it upon myself to be that encouragement because I do think that we can be a lot more involved.”
Winbauer interns with the Legislative Council during the current legislative session. She attends hearings and prepares bill amendments for the House Judiciary and House Political Subdivisions committees.
