Restaurants still cannot offer indoor or outdoor dining — takeout and delivery only.
Vet and animal care services, massage and physiotherapy and libraries may reopen, with restrictions.

That haircut is still off, too. According to the city’s guidelines, personal care services — barber shops, nail salons, tanning studios, tattoo parlours — remain shut.
