Key appointments in the Judiciary could be at the heart of a standoff between Parliament and Chief Justice Martha Koome.
Justice Koome’s recent protest letter to MPs was triggered by National Assembly’s Public Accounts Committee summons to the Human Resources Committee of the Judicial Service Commission (JSC) over failure to appoint officers substantively.
Office of the Auditor General, in its 2018/2019 report, flagged instances where senior officers have been in acting capacity for more than three years, contrary to the Judiciary HR policies.

Parliament to hold special sitting to debate BBI Bill

THE STANDARD
NATIONAL
Parliament reconvenes tomorrow to deliberate on the Building Bridges Initiative (BBI) referendum Bill after the speakers received the report by the Joint committee on Justice and Legal Affairs.
Just a day after National Assembly Speaker Justin Muturi called for a two-day Special Sitting to discuss and dispense with the Constitution of Kenya (Amendment) Bill, 2020, his Senate counterpart Ken Lusaka also called for a sitting.
The JLAC team co-chaired by Senator Okongo Omogeni and Muturi Kigano have submitted the committee report of 171 pages to the two speakers and will be concurrently tabled in the two Houses.
"The Special Sitting will commence from 9.30am and proceed to the afternoon. If there is a spillover, I will Gazette another day to allow members to conclude deliberations," Lusaka told the Standard.

Blame-game continues as counties say they received copies of 'defective' BBI report from IEBC chair

The blame-game on who bears responsibility for the typographic errors and counter referencing of non-existent Articles in the Building Bridges Initiative (BBI) referendum Bill has now sucked in the county assemblies.
Several county assembly speakers who spoke to
The Sunday Standard confirmed receiving a hard copy from the Independent Electoral and Boundaries Commission (IEBC) chair Wafula Chebukati, alongside its certificate for the referendum drive.
This emerged even as the joint parliamentary committee of the Justice and Legal Affairs turned the heat on the IEBC that transmitted the Constitution of Kenya (Amendment) Bill, 2020 to counties in January, a day after the latter shifted blame to the proponents.

It is now emerging that time is of the essence in passing the Building Bridges Initiative (BBI) Bill.
Of concern is the proposal to create 70 new constituencies’ which has elicited mixed reactions especially on the legal provisions and timelines.
There is also the proposal to overhaul the Independent and Electoral Commission (IEBC), which is presently not properly constituted after four commissioners resigned.
As per the detailed action plan by the proponents of the Constitution of Kenya (Amendment) Bill, 2020, popularly known as BBI Bill, Parliament was expected to consider the Bill by April 5.

The leaders, led by President Uhuru Kenyatta and ODM leader Raila Odinga, will be rallying Kenyans to back the BBI Bill set to be introduced in Parliament before going to a referendum.

Assemblies set stage for referendum

THE STANDARD

The possibility of Kenya going to a referendum became clear yesterday after the Building Bridges Initiative (BBI) Bill reached the 24-county constitutional threshold.
In what has now been dubbed ‘Super Tuesday,’ at least 38 counties had by last evening passed the Constitution of Kenya (amendment) Bill, 2020.
Baringo is the only assembly that has so far rejected the Bill. A section of MCAs have moved to court to challenge the manner in which the exercise was conducted.
The Bill will now be transmitted to Speakers Justin Muturi (National Assembly) and Ken Lusaka (Senate).
