Norwich announces available housing improvement funding Staff reports The city of Norwich Community Development Office recently announced the availability of Property Rehabilitation and Lead Hazard Control funds. These funds can be utilized to replace heating systems, windows, roofs and may be used to install siding pending historical approvals. Due to COVID-19, the office will allow up to six months after the completion of work to make payments. Lead hazard control funds are not paid back as long as the property owner owns it for 10 years.
