The following testimony was presented to the House Foreign Affairs Subcommittee on the Middle East, North Africa, and Global Counterterrorism on July 29, 2021.
 
Chairman Deutsch, Ranking Member Wilson, distinguished Members of the Subcommittee, thank you for this opportunity to offer my thoughts on the unfolding economic and political crises in Lebanon, and their implications for U.S. policy.
The Urgency of Now: Lebanon is facing its most acute economic crisis since the famine crisis of World War I. Aggravated by the political stalemate, the economic crisis is escalating rapidly. It is the result of decades of corruption and mismanagement of public funds by a political class working in concert with financial and banking officials, including the governor of the central bank of Lebanon.

This Ramadan, the pleas reaching the Lebanese Food Bank have taken on a new resonance.
Among the emails and calls it receives each day, an increasing number are coming from “educated people, people who used to be in the middle class,” according to executive director Soha Zaiter.
The changing demographic of those seeking help during the Islamic holy month is a study in how Lebanon’s free-falling economy is shifting the landscape for the country’s 6.8 million population. Where Muslims across the nation would once celebrate the breaking of the fast with an “iftar”  meal with friends and relatives, preserving that tradition has become off-limits for many. So have the seasonal drinks and desserts.

As the holy month of Ramadan begins, many families in Lebanon could struggle to afford their daily iftar meal.
Amid Lebanon’s economic crisis and the rapid inflation of food prices, a new study from the Lebanon Crisis Observatory has found that a month’s worth of iftar meals for a family of five could now cost two-and-a-half times the minimum wage - currently 675,000 Lebanese pounds. The Lebanese pound is currently trading at around 12,000-15,000 to the US dollar on the black market.
