Lubbock's skyline is sign free, but city taking another look at rule

Jim Bertram says visitors to Lubbock often comment about how uncluttered and clean the city looks, but usually can't pinpoint why.
Bertram, who was the planning director at the city for many years, says most of Lubbock's newer and younger residents probably can't identify it either, because they're used to it. The central parts of the city look a lot different now than they did in the 70's and early 80's, he says.
It's difficult to identify because the cleanliness is seen looking up.
Lubbock's strict ordinance related to business signs and billboards has been in place since 1975 — it has survived several legal challenges and has been imitated in other cities across the state. Bertram and others who helped pass the ordinance decades ago are regular guests at city council meetings, still arguing to keep large billboards and overbearing business signs away from most zones across the city.
