255K indigents get P2-B medical aid in 2022: PCSO

MANILA - The Philippine Charity Sweepstakes Office (PCSO) last year released more than PHP2 billion in medical assistance to more than 255,000 patient requests across the country. "This is in line with the continuing efforts of President Ferdinand R. Marcos Jr. to enhance and strengthen the country's health care system, and sustain the gains achieved in 2021 to fully reopen the economy," PCSO chairperson Junie Cua said in a statement on Wednesday. Citing its 2022 accomplishment report, the agency directly assisted 255,520 indigents and financially incapacitated individuals under the Medical Assistance Program (MAP) with PHP2.012 billion in assistance last year. "True to our mission of providing responsive assistance to eligible recipients and beneficiaries, the PCSO has helped hundreds of thousands of poor patients deal with costly medical expenses incurred from treatment or confinement," Cua said. The assistance was provided in partnership with government and private hospitals, health facilities, and medicine retailers, among others. The total amount of assistance consists of regular MAP through the PCSO offices where 210,731 beneficiaries got PHP1.395 billion in assistance and the Medical Access in Malasakit Centers (MAM) where 44,789 beneficiaries were given PHP617.3 million in aid. Since the signing of the Malasakit Center Act (RA 11463) in 2019 aimed at establishing Malasakit Centers in hospitals run by the Department of Health (DOH) nationwide, the PCSO was able to establish 129 PCSO desks in 153 Malasakit Centers by the end of 2022. Cua noted that the highest number of requests for assistance received by the PCSO was for the cost of confinement with 131,754 requests (PHP1.28 billion), followed by erythropoietin (dialysis injection) with 84,535 requests (PHP337 million), and 23,624 requests for chemotherapy drugs (PHP241.8 million). "Kung ating titignan, ito yung tatlong masasabi natin na pinakamabigat na pasanin ng ating mga kababayang mahihirap na nagkakasakit at nangangailangan ng tulong pinansyal (If we look closely, these are the three heaviest burdens of our poor countrymen who get sick and need financial assistance). We are happy to note that we have been able to serve many of our needy kababayans through the MAP," she said. Meanwhile, other services covered by the program are specialty medicines, hemodialysis, laboratory (blood chemistry), diagnostic, and imaging procedures, and implant/medical devices. "Maaasahan niyo po na sa ilalim ng administrasyon ni Pangulong Marcos, ang PCSO ay laging handa sa pagtulong sa kapwa. DILG urges LGUs to promote use of Malasakit Centers

(File photo) MANILA - The Department of the Interior and Local Government (DILG) has urged local government units (LGUs) to promote the use of Malasakit Centers to bring the government's medical and health services closer to the communities and the people, especially amid the coronavirus disease 2019 (Covid-19) pandemic. "Sa gitna nitong pandemya (In the midst of the pandemic), it is important that the people know that their health and welfare remain to be the priority of the government. Kaya naman hinihikayat natin ang mga LGU na ipaalam sa mga tao kung paano makatutulong ang Malasakit Centers sa kanilang mga kababayan (This is why we encourage our LGUs to inform our people how Malasakit Centers could help them)," Interior Secretary Eduardo M. Ano said in a news release on Wednesday. A Malasakit Center is a one-stop shop for medical and health assistance established in all Department of Health (DOH) hospitals and the Philippine General Hospital (PGH) through Republic Act (RA) 11463 or the Malasakit Center Act. As of Oct. 30, 2021, there are 80 Malasakit Centers in Luzon, 37 in Mindanao, and 29 in the Visayas. Ano said Malasakit Centers offer Filipinos convenience in addressing their medical and health concerns, hence, LGUs and barangays must take steps in informing the people of their existence and advantages. "Sa panahon ngayon, napakahalaga na pangalagaan ang ating kalusugan. Sa tulong ng mga Malasakit Center, may karamay at kasangga ang mga mamamayan sa kanilang pangangailangang medikal at pangkalusugan (At this time, it is very important to take care of our health. With the help of the Malasakit Center, our people have partners to help them with their medical needs)," he said. Through DILG Memorandum Circular 2021-138, Ano directed punong barangays, city and municipal mayors, and provincial governors to advocate access to Malasakit Centers and lead in various information campaigns in their localities. He enjoined punong barangays to organize advocacy activities to increase the awareness of the community and inform them how they could take advantage of the health services offered by the government in Malasakit Centers. They are likewise directed to mobilize other barangay officials and functionaries in the conduct of the advocacy campaign; print Malasakit Center information and advocacy materials and post and hang them on conspicuous places within the barangay; and collaborate and seek necessary assistance from the city and municipal governments. "Magsisimula ito sa ating mga pinuno sa mga barangay (This will start with our village chiefs). We trust that they will take this opportunity para maiparating sa mga kabarangay nila ang mabuting dulot ng mga center na ito para sa ating mga kababayan (to convey to their constituents the benefits of these centers)," Ano said. Meanwhile, the DILG chief reminded mayors to assist their component barangays in carrying out the information drive in their respective jurisdictions. They may likewise post advocacy materials, Ano said, and monitor barangay compliance with the DILG circular. Provincial governments may also extend support to the barangays and their component cities and municipalities in executing their information campaigns. Malasakit Centers of LGUs Meanwhile, Ano said city and municipal LGUs may establish their own Malasakit Center "so long as it is in compliance with the standards and criteria set under Section 6 (f) of the Malasakit Center Act." The Act states that LGUs can establish a Malasakit Center if it can guarantee the availability of funds for its operations; ensure the adoption of the integrated people-centered health services, and comply with other requirements to be prescribed by the DOH regarding service capacity and capability, and location, among others. Apart from the DOH, PGH, and LGUs, the DILG, Department of National Defense, Department of Justice, the Philippine National Police, and other public hospitals may also establish their own Malasakit Centers. Go pushes bill for digitalization of gov't services

This, as the Philippine Institute for Development Studies (PIDS) study showed that losses in Filipino workers' wages and productivity because of Covid-19 have been estimated to reach as much as PHP2.3 trillion during their lifetime. "I have a pending bill in the Senate, the proposed E-Governance Act that I filed on my first year as a Senator. It can serve partly as a blueprint and model on how we transform many processes into digitalized form," Go said in a news release on Friday. The bill seeks to establish an integrated, interconnected, and interoperable information and resource-sharing communications network in government for the speedy delivery of public services. Apart from the government network, the bill likewise provides for the establishment of an internal records management information system and a centralized information database. It provides for the establishment and sustenance of digital portals through which the public may request for and receive public services and also pushes for the digitization of paper-based and other traditional modes of workflows for a more efficient and transparent public service. The measure aims to serve as a guide for the country's eventual transition to the digital age, enabling the government to run more efficiently. This is in line with the government's push to be closer to its constituents, offering improved access to the government through the use of modern technology. One form of this proposed nationwide digitalization specifically geared toward addressing public health issues is the use and implementation of eHealth services, which is sought to be institutionalized through the eHealth bill filed by Go. The measure provides for the use of information and communication technologies for health or eHealth as one of the enabling strategic instruments not only to address current disparities in service care delivery and timely access to information for better decision-making and intervention, but also to support and facilitate the achievement of the Universal Health Care goals of better outcomes, sustained health financing, and responsive health system. Go, a presidential aspirant who vowed to continue the programs of the Duterte administration, also said the current administration has institutionalized reforms to streamline government processes such as the signing of Republic Act (RA) 11032 or the Ease of Doing Business Act, the creation of an Anti-Red Tape Authority (ARTA), facilitating the transition to E-Governance, and the implementation of the Philippine ID System, among others. He said he plans to establish more Malasakit Centers to help with the hospitalization cost of indigent Filipinos. He authored and sponsored the passage of Republic Act No. 11463, or the Malasakit Center Act. The Malasakit Center Act provides poor and indigent Filipinos who had been hospitalized convenient access to the government's various medical assistance programs. There are currently 149 fully operational Malasakit Centers nationwide, which Go wants to double in his first 100 days, if elected president in May 2022 elections. "My goal is that every public hospital in the country will have a Malasakit Center. We will bring down to the lowest amount possible, if not zero balance, the hospital bill of our poor people," Go said. (PR) }

Guillermo Eleazar, together with Senator Christopher Lawrence "Bong" Go, led the ceremonial launch of the hub as a one-stop-shop for uniformed and civilian personnel, their dependents, and other clients of the PNP General Hospital who are in need of financial and medical assistance from Department of Health (DOH), Department of Social Welfare and Development (DSWD) and other government agencies. In his speech, Eleazar thanked President Rodrigo Roa Duterte and Go for their unwavering support to the organization and for prioritizing the well-being of police officers and their dependents. The establishment of Malasakit Centers in various hospitals nationwide since 2019 under the Malasakit Center Act is one of the Duterte administration's efforts to improve people-centered service delivery which complements the implementation of the Republic Act 11223 also known as Universal Health Care Act. Go vowed to push for the passage of Senate Bill 2421 which seeks to provide a Covid-19 risk allowance in lieu of the special risk allowance and other financial compensation granted under the Bayanihan to Recover as One Act (Bayanihan 2). As the nation continues to confront the pandemic, Go also praised the government's efforts to accelerate the vaccination drive which has so far administered 54.8 million doses of vaccines, including 28.3 million first doses and 24.5 million second or single doses. He renewed his appeal to the people to get vaccinated to achieve population protection and to further reopen the economy. Sonia Cal, OPAV Malasakit Center coordinator, said during the "Duterte Legacy: Barangayanihan Caravan Towards National Recovery" in Talisay City that thousands of patients nationwide have processed their applications for assistance in 144 Malasakit Centers. The first Malasakit Center was launched by President Rodrigo Duterte at the Vicente Sotto Memorial Medical Center (VSMMC) here on Feb. 12, 2018, while the 144th was launched at the Marinduque Provincial Hospital in Boac, Marinduque on October 19. Cal told the participants of the caravan that in the five years of the Duterte administration, the Filipino people have felt the ease and comfort in seeking government assistance for the hospital bill of the patients confined in medical centers run by the Department of Health (DOH) or those funded by local governments. "What was the reason why Duterte and Senator (Christopher Lawrence) Bong Go opened Malasakit Centers in government hospitals? It was because when he was the mayor of Davao City, he saw many relatives of patients coming from different provinces who would seek for medical assistance in Davao City Hall. Due to the limit of aid that a mayor could give, Duterte made a promise that if ever he would get elected as president, he would institutionalize a one-stop shop of processing the assistance," she said. With the center, Cal said a patient's relative no longer needs to visit various government agencies to process the request to shoulder the hospital bill. A Malasakit Center houses the social worker of the Department of Social Welfare and Development and personnel of the Philippine Charity Sweepstakes Office, Philippine Health Insurance Corp. (PhilHealth), and DOH. Cal said these agencies may not turn a patient's hospital bill into zero, but she said Duterte and Go downloaded a budget to answer for additional assistance on top of the aid processes in a Malasakit Center. "The Duterte administration endeavors to enable a zero balance bill for every patient seeking assistance before our Malasakit Centers," she added. In Central Visayas, the 10 Malasakit Centers can be found at the VSMMC in Cebu City; Negros Oriental Provincial Hospital in Dumaguete City; Governor Celestino Gallares Memorial Hospital in Tagbilaran City; Siquijor Provincial Hospital in Siquijor; Eversley Child Sanitarium and General Hospital in Mandaue City; Talisay District Hospital in Talisay City; St. Anthony Mother and Child Hospital in Basak San Nicolas, Cebu City; Lapu-Lapu City Hospital in Lapu-Lapu City; Don Emilio del Valle Memorial Hospital; and Carcar Provincial Hospital in Carcar City. Duterte signed Republic Act 11463 or the Malasakit Center Act into law on Dec. 3, 2019, mandating the establishment of Malasakit Centers in all hospitals under the DOH and the Philippine General Hospital. The law also authorizes the Philippine National Police to establish such a center in its camps. Assistant Secretary Girlie Veloso, head of Malasakit Center project of the Office of the President, told the Philippine News Agency (PNA) in an interview that the 145th Malasakit Center will soon be launched at a PNP hospital inside Camp Crame in Quezon City. Veloso said before the year ends, Duterte and Go would launch more Malasakit Centers to answer the requests of local chief executives to open this one-stop-shop medical aid processing in their localities.
