Kuwait's Appeal Court has extended the imprisonment of former Bangladeshi MP Mohammad Shahid Islam alias Kazi Papul and two Kuwaitis to seven years from four years.
The others whose imprisonment were also increased include Kuwait's interior ministry's Assistant Under-Secretary Maj Gen Mazen Al-Jarrah and former MP candidate Salah Khorshid, reported Kuwaiti newspaper, Al-Qabas.
The court, however, acquitted Kuwaiti MP Saadoun Hammad in its verdict delivered today.
Earlier on January 28, Kuwait's criminal court imprisoned for four years the former Bangladeshi MP, around eight months after Kuwait's Criminal Investigation Department arrested Papul, the managing director and CEO of Marafie Kuwaitia Group.

Kuwait's Appeal Court yesterday extended the imprisonment of former Bangladeshi MP Mohammad Shahid Islam alias Kazi Papul and two Kuwaitis to seven years, from four, in a bribery case.
The others whose sentences were increased include Kuwait's interior ministry's Assistant Under-Secretary Maj Gen Mazen Al-Jarrah and former MP candidate Salah Khorshid, reported Kuwaiti newspaper, Al-Qabas yesterday.
The court, however, acquitted Kuwaiti MP Saadoun Hammad.
The court delivered the verdict following an appeal filed by Papul after Kuwait's criminal court on January 28 sentenced him to four years, around eight months after Kuwait's Criminal Investigation Department arrested him.

Thousands of poor Bangladeshi workers who faced physical, mental and financial exploitation over the years due to Kazi Papul's crimes have so far been denied justice.
Bangladeshi MP Mohammad Shahid Islam alias Kazi Papul had been sentenced to four years in jail and fined Tk 55 crore in a bribery case in Kuwait, some eight months after his arrest. Papul was also charged with allegations of human trafficking.
The conviction led to the cancellation of his membership in the Bangladeshi parliament. His victims, however, have not yet gotten any justice for the sufferings they had to endure because of Papul.
"He [Papul] is facing punishment for the crimes he committed, but I have not committed any crime. I have lost much time, money and peace of mind. Where is my justice?" said Sheikh Farid, a victim of Papul's misdeeds.

Papul's Vacant Seat: By-election in Laxmipur-2 on April 11


Returning officers will examine the papers on March 19, and candidature cannot be withdrawn after March 24.
Electronic Voting Machines will be used in Laxmipur 2 by polls, 30 of the UPs and all of the municipalities.
On February 22, parliament secretariat issued a gazette notification announcing that the Laxmipur 2 constituency fell vacant because of Kazi Papul's moral turpitude.
The gazette has been in effect since January 28 when Papul was sentenced to four years of rigorous imprisonment by a Kuwait court.
The criminal court delivered the verdict almost eight months after Kuwait's Criminal Investigation Department arrested Papul, the managing director and CEO of Marafie Kuwaitia Group.

Parliament Secretary Zafar Ahmed Khan said a gazette has been issued to declare his Laxmipur-2 seat vacant, effective from the day the verdict was announced.
The gazette stated that Shahid Islam had been stripped of his parliamentary seat in line with Article 66 of the Constitution.
Article 66 provides that a person shall be disqualified for election as, or for being, a member of parliament who has been, on conviction for a criminal offence involving moral turpitude, sentenced to imprisonment for a term of not less than two years, unless a period of five years has elapsed since his release.

The parliamentary seat of Laxmipur-2 independent lawmaker Mohammad Shahid Islam alias Kazi Papul has been vacated as he has been punished by a foreign court for his misdeeds.
Parliament Secretariat on Monday issued a gazette notification signed by Senior Secretary Zafar Ahmed Khan, mentioning that the seat has been vacated due to the criminal offence committed by the lawmaker.
It further says that the gazette has come into effect from January 28 this year.
Papul was the first lawmaker whose membership of the parliament has been revoked for his four-year rigorous imprisonment abroad.
As per section 66 (2) (Gha) of the Constitution of Bangladesh, Papul has lost his eligibility to retain in the post as a legislator after being convicted and sentenced to four-year rigorous imprisonment by a Kuwaiti court, the gazette said.

The seat of independent lawmaker Mohammad Shahid Islam, also known as Kazi Papul, has been vacated yesterday on grounds of moral turpitude.
The parliament secretariat issued a gazette notification to that end yesterday afternoon following a meeting between Speaker Shirin Sharmin and top officials of the secretariat, Zafar Ahmed Khan, senior secretary at the parliament secretariat, told The Daily Star.
The gazette has been in effect from January 28, 2021 -- the day Kazi Papul, lawmaker from Laxmipur-2, was sentenced to four years of rigorous imprisonment by a Kuwaiti court for human trafficking and bribing Kuwaiti officials.

The process of taking action against independent Laxmipur-2 lawmaker Mohammad Shahid Islam alias Kazi Papul has been started as documents and other papers on his conviction in a Kuwait court has reached the parliament secretariat.
Speaker Shirin Sharmin Chaudhury received a copy of the documents on Thursday evening.
On January 28, Papul was sentenced to four years' imprisonment and fined 1.97 million Kuwaiti dinars (Tk 55 crore) in a bribery case.
Talking to The Daily Star today, Zafar Ahmed Khan, senior secretary, parliament secretariat, said process regarding taking decision on Shahid Islam's membership in parliament has already started.

“Parliament has received the verdict copies. We’ve begun working on them. The speaker will take the final decision on the matter,” Parliament Secretary Zafar Ahmed Khan said on Friday.
“A decision will be made in line with the constitution and parliamentary rules of business after reviewing the judgment,” said Speaker Shirin Sharmin Chaudhury.
Foreign Minister AK Abdul Momen said at a programme that the 61-page verdict was in English and Arabic.
