'Build, Build, Build' projects lure foreign investments to Clark

MANILA - The administration's "Build, Build, Build" infrastructure program is expected to continue attracting foreign investments to Clark to create a new metropolis outside Metro Manila. During the Clark business conference Tuesday, Clark Development Corp. (CDC) Business Development and Business Enhancement Group vice president Rhyna Ventura said CDC has attracted PHP3.68 billion of foreign investments last year, 43 percent higher than the PHP2.6 billion approved foreign investments in 2020. She said these foreign investment commitments will create 6,690 jobs. Ventura said aside from foreign investments, the number of Filipino investments in CDC increased by 16 percent in the same period. National Economic and Development Authority (NEDA) officer-in-charge Undersecretary for Investment Programming Group Roderick Planta said many of the infrastructure projects under the "Build, Build, Build" program are benefitting Central Luzon, especially attracting investments into Clark. These investments include the New Clark City, which houses the National Government Administrative Center and a mixed-use industrial and real estate project of Bases Conversion and Development Authority (BCDA) and Filinvest Land Inc. up for completion this year. The newly inaugurated terminal building of the Clark International Airport has improved passenger capacity to eight million annually. Planta also cited railway projects that will improve mobility between Clark and Metro Manila, such as the Philippine National Railway (PNR) North Project 1 Manila and Bulacan, and the PNR North Project 2 that extends the PNR North Project 1 to Clark International Airport and New Clark City. As of December 2021, PNR North 1 and 2 are 54 percent and 35 percent complete, respectively. The Subic-Clark Railway Project, which is currently in the project development stage, is also expected to improve transport of cargoes between Subic Bay Freeport Zone and the Clark Freeport and Special Economic Zone. Meanwhile, European Union Delegation's first counselor and head of trade and economic affairs Maurizio Cellini said the Philippines and Clark become a more attractive investment destination for European entrepreneurs as key economic bills were passed in the Congress. These bills include the amendments to the Retail Trade Liberalization Act, Foreign Investments Act, and the Public Service Act, he said. "The region of Clark plays a crucial role in the strategic development of the country," Cellini said. He said the Philippines and European companies have many opportunities for collaboration especially in developing Clark, as European firms have the capacity and technical expertise in the sectors of real estate, transportation, manufacturing, retail, and environmental solutions, among others. In a briefing Friday, Swiss Ambassador to the Philippines Alain Gaschen said although the country's utilization rate of the Philippines-EFTA free trade agreement (FTA) "maintains stability" amid the pandemic, there is still a big potential for Filipino enterprises in exporting to EFTA countries using the trade pact. Gaschen added that the Philippines-EFTA trade pact has allowed Manila to have a trade surplus with Iceland, Liechtenstein, Norway, and Switzerland, which was previously a trade deficit. Big potential for Philippine enterprises is in the agriculture sector, the envoy said. He said the EFTA nations are now closely working with the Department of Trade and Industry to fine-tune the FTA. On the other hand, the EFTA's trade deal with the country increased Nordic countries' export of seafood to the Philippines to around 40 percent. Meanwhile, EU Delegation's first counselor and head of trade and economic affairs Maurizio Cellini said the GSP+ has allowed an estimate of EUR2 billion, or around 25 percent of Philippine exports, to enter the EU market at zero tariffs. Cellini said that Philippine agri-food products have greatly benefitted from the EU GSP+ trade preference. He added that the country's trade with the EU bloc is recovering its pre-pandemic level with the help of the GSP+. "We are now noticing that the trade figures between the EU and the Philippines are approaching its pre-pandemic levels. This is a positive indication that trade relations between the EU and the Philippines remain strong amidst the global economic crisis," he said. The current GSP+ status of the Philippines will expire by end-2023. Cellini said the EU is updating the current GSP regulation, which will take effect on January 1, 2024. (PNA) }

Secretary Carlito Galvez Jr., chief of the National Task Force (NTF) Against Covid-19, welcomed the arrival of Singapore Airlines Flight SQ912 that landed around 3:50 p.m. at the Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City. The European Union (EU) and its member states, such as the Netherlands, Germany, Sweden, France, Spain, and Austria, earlier vowed to stand in "full solidarity" with the Philippines by initially donating 14,525,700 million doses of various Covid-19 vaccines brands delivered from December 13 to 15. The newly-arrived Moderna doses are part of around 9.9 million more donations expected to be delivered by EU members by the end of the 2021. "We thank the European Union and all those who donated the much-needed vaccines considering that these are much needed in order for us to have the global immunity," Galvez said. Galvez was joined by Anja Hartung, first Secretary and consul, German Embassy; United Nations Children's Fund (UNICEF) deputy representative Thomas Meyerer; EU First Counsellor Maurizio Cellini; UNICEF Immunization specialist Carla Orozco; and NTF Director Carissa Cruz. Also on Friday night, 500,000 doses of AstraZeneca, donated by the Argentinian government, will arrive.
