Mock polls helpful in plans to secure 2022 elections: PNP

(File photo) MANILA - The Philippine National Police (PNP) said Wednesday its personnel have assisted the Commission on Elections (Comelec) in the conduct of mock polls, allowing them to observe the actual process flow for the May 2022 elections. PNP Chief, Gen. Dionardo Carlos, said PNP personnel in the provinces of Albay, Negros Oriental, Leyte, Isabela, and Lanao del Sur, as well as the cities of Pasay and Taguig and the lone municipality of Pateros in Metro Manila, have coordinated with the local Comelec offices to establish their scope of responsibility. "This will be an important pre-election activity to determine the flow of process and the observance of the guidelines, including the restrictions that our PNP personnel should be made aware of during the election day," Carlos said in a statement. He noted that the upcoming polls would be a challenging one as adhering to health protocols is a priority, given the current pandemic threat. "We are duty-bound to monitor if the public is following the minimum public health standard, so this is an aspect that we'd like to focus on, as soon as the voters start trooping (to) various polling places," Carlos said. The mock election, he said, could be the benchmark for the PNP's assessment and planning for the 2022 national and local elections. Under the Omnibus Election Code, PNP personnel are not allowed to get inside the different voting precincts but are assigned to maintain peace and order in the vicinity. The PNP will also be tasked to secure the transportation of ballots and other election paraphernalia. The mock polls held in several places in Luzon, Visayas, and Mindanao, would be an end-to-end demonstration of the whole process. For Luzon, the areas are Isabela, Cauayan City, barangays District 1 (Poblacion), Minante 1; Cordon, Magsaysay and Gayong, Albay; Legazpi City, Kawit East (Barangay 16), Ilawod West (Barangay 13) and Piodoran, Banawan and Caratagan. In the Visayas - Negros Oriental, Dumaguete City, barangays Taclobo and Balogo; Zamboanguita, Poblacion and Mayabon, Leyte, Tacloban, barangays 6 and 6-A; Baybay City, POB Zone 11 and Gaas; Palompon, Ipil II and San Juan. For Mindanao, the provinces are Maguindanao, Cotabato City, barangays Rosary Heights 2 and Tamontaka I; Sharif Aguak, Mother Poblacion and Poblacion 1; Buluan, Poblacion and Dical. Comelec eyes release of final poll bets' list by early January

Comelec spokesperson James Jimenez (File photo) MANILA - An official of the Commission on Elections (Comelec) on Monday said they are expecting to release the final list of candidates for the May 2022 polls early next month. "We expected them to finish (on) the first week of January. Hopefully, all the decisions have been released. We have until January 7 to finish everything so that we won't be late in printing. The January 7 is an estimate when all of these things will be done," Comelec spokesperson James Jimenez said in a virtual press briefing. Among the pending cases faced by some candidates are for disqualification, cancellation of certificates of candidacy, and declaration as nuisance candidates. Jimenez also said they expect to start printing the official ballot by January 15. Meanwhile, he said they will be using fictitious names of candidates in the mock polls which will be simultaneously in several areas in the country including Metro Manila on December 29. "In the mock elections we will use fictitious names. As you can see...we will not be using the tentative list (of candidates) for anything even resembling a mock election. That would not be a good idea," he added. Three areas in the National Capital Region (NCR) where the mock polls will be held are in the cities of Pasay and Taguig and the municipality of Pateros. Mock polls will also be held in Luzon, Visayas, and Mindanao. For Luzon, the areas are: Isabela, Cauayan City, Barangays District 1 (Poblacion), Minante 1. Cordon, Magsaysay and Gayong. Dumaguete diocese to field volunteers for mock elections

Heruela) DUMAGUETE CITY - The Diocesan Electoral Board (DEB) of the Diocese of Dumaguete will be fielding volunteers to observe the conduct of the Commission on Elections' (Comelec) mock polls on Dec. 29. Msgr. Julius Perpetuo S. Heruela, DEB convenor, said on Sunday that volunteers from the Parish Pastoral Council for Responsible Voting (PPCRV), which is a member of the electoral board, will be assigned to the four barangays in Negros Oriental where the mock polls will be conducted -- Balugo and Taclobo in this capital city and Poblacion and Mayabon in Zamboanguita town. Only volunteers in these villages will serve, he said. The PPCRV is a citizen's election watchdog accredited by the Comelec and has conducted training for its volunteers across the country. Electoral board officers will also be on hand to observe the processes during the mock polls to ensure a clean, honest, peaceful, and orderly elections on May 9, 2022, Heruela said. Meanwhile, the Diocese of Dumaguete has adopted the themes of the PPCRV to be incorporated in the Gospel readings for the homilies of the four Sundays of Advent and the Simbang Gabi/Aguinaldo masses this December in relation to next year's national elections. These are "Maka-Diyos, Maka-tao, Makabayan, and Makakalikasan", or For God, people, country, and nature, Heruela said. Bishop Julito Cortes, who chairs the electoral board, urged the parishes, chapels, and chaplaincies to reflect on these themes as part of the diocese's contribution to a successful voters' education in preparation for next year's polls. The prelate earlier wrote to the clergy and consecrated persons, stipulating guidelines for the celebration of Advent and the nine-day novena Christmas masses "in order to guide our people in their reflection and discernment in choosing candidates who have the values needed to serve the community". Cortes also said the Church is urging the people to vote wisely. "And the task of the Church really is the formation of consciences to form the minds of people and that is why for Advent and Simbang Gabi and Misa Aguinaldo, while we focus on the liturgical readings, there are some points in the themes of the PPCRV that we have to connect with them in preparation for the elections," he said. Preps underway for mock polls in NegOr

Lawyer Ian Macaraya, city election officer and Comelec-Negros Oriental spokesperson, in an interview with the Philippine News Agency on Friday, said the mock polls will be held in Barangays Balugo and Taclobo in the city and in Barangays Poblacion and Mayabon in Zamboanguita. He said one clustered precinct per barangay has been identified for the mock polls--the Negros Oriental State University (Barangay Taclobo); Balugo Elementary School (Barangay Balugo); Mayabon Elementary School (Barangay Mayabon); and Zamboanguita Elementary School (Poblacion Zamboanguita). Macaraya said 100 voters from each barangay will be asked to participate in the mock polls, and they are being identified through the village chairpersons. The local Comelec is also expecting to receive vote-counting machines (VCMs) sometime mid- December, before the training of Comelec personnel and public school teachers who will serve in the electoral boards during the mock polls. The training on VCM use is a requisite as new features, such as the digital signature, will be introduced. "The mock polls will serve as a dry run of all the processes that will take place during the 2022 elections, such as from voting to canvassing to the transmission of results," Macaraya said in mixed English and Cebuano dialect. Ballots to be used in the mock electoral exercise will carry fictitious names but will be designed after the official ballots for the 2022 elections, he said. MANILA - The Commission on Elections (Comelec) will be holding mock polls in several places in Luzon, Visayas and Mindanao on December 29 in preparation for the May 9, 2022 national and local elections. "We will have an end-to-end demonstration of the whole process. We will test on how accurate, true and secure the (voting) process," Comelec Deputy Executive Director for Operations Teofisto Elnas Jr. said in an online forum conducted by election watchdog group National Citizens for Free Elections (Namfrel). In Luzon, the mock polls will be heled in Isabela: Barangays District 1 (Pob) and Minante 1 in Cauayan City; and in Barangays Magsaysay and Gayong in Cordon. In Albay: in Barangay 16 of Kawit East, Barangay 13 of Ilawod West (Barangay 13) and in Barangays Biodoran, Banawan and Caratagan in Legaspi City. In the Visayas, Negros Oriental: in Barangays Barangays Taclobo and Balogo of Dumaguete City, and in Barangays Poblacion and Mayabon of Zamboanguita; Leyte: in Barangays 6, and 6-A of Tacloban, and in Barangays Poblacion Zone 11 and Gaas of Baybay City, and Barangays Ipil II and San Juan in Palompon. Elnas said the results will be counted, transmitted and received in different destinations. "This is where we would be able to test our VCMs (vote counting machines), from the start, opening until voting, consolidation of results, then printing of election returns and also the printing of the voting receipts..." he added. On the other hand, Comelec spokesperson James Jimenez said the poll body will have a meeting with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) this week to discuss the preparations for the mock polls. "I think on December 1 we are going to have a meeting with the IATF to discuss the security preparation for the mock elections...the mock elections will involve real voters and real BEIs (Board of Elections Inspectors). AFP chief promotes importance of patriotism during hometown visit


ZAMBOANGUITA, Negros Oriental, March 3 (PIA) -- The chief of the staff of the country’s armed forces stressed the importance of having a strong sense of patriotism and nationalism to achieve sustainable peace.
“I believe the only way that we can achieve long and lasting peace in our country is to enhance the sense of patriotism and nationalism among our people. We must learn how to love our country,” said Lt. Gen. Cirilito Sobejana, chief of staff of the Armed Forces of the Philippines (AFP), in his message to fellow residents of Zamboanguita during his visit on Feb. 28.
“When I assumed command as the chief of staff of the AFP that was one of my guidance to adopt that battle cry: love of country,” he added.
