Beth Ouimet thought she had lucked out in the summer of 2019 when her father got a placement in the state-run LaSalle Veterans’ Home after an episode of PTSD made it clear that living on his own wasn’t an option for the immediate future.
And even after COVID-19 hit Illinois and locked down the facility, Ouimet still was grateful her dad was there. 
“I actually thought I was saving his life by keeping him at LaSalle,” Ouimet said.
But this past fall, the LaSalle Veterans’ Home became the site of one of the largest COVID outbreaks in any congregate care facility in Illinois. In the months that followed, multiple third-party inquiries into what went wrong at the LaSalle home found damning evidence of lapses in responsibility. High-level personnel were fired or forced to resign. Gov. JB Pritzker has promised changes at the facility and the state’s Department of Veterans Affairs.

A wrongful death lawsuit on behalf of a Korean War veteran who contracted COVID-19 at the LaSalle Veterans’ Home accuses the facility of negligent care that violated state law.
Richard John Cieski Sr. was one of 36 veterans who died last year during the COVID-19 outbreak at the LaSalle home that began in November.
Lawyers for Cieski’s estate said this legal action is the first civil lawsuit seeking to hold the state, the Illinois Department of Veterans’ Affairs and the LaSalle facility responsible for a COVID-19 related death at the state-run veterans home.

Attorneys today filed suit on behalf of the family of 90-year-old Richard Cieski, Sr., a Korean War veteran who died in November 2020 following exposure to the novel coronavirus at the LaSalle Veterans’ Home.
The facility was negligent in failing to protect their husband and father from the virus, the family says, citing the facility’s apparent lack of precautions or preparation from the beginning of the pandemic in March 2020 to the start of the November outbreak that ultimately resulted in the death of 36 residents.
Mr. Cieski died on November 15, 2020, having been exposed to the virus during that outbreak.

As 34th Resident Dies After LaSalle Veterans' Home COVID-19 Outbreak, Families Prepare To Sue

On Friday, well-known nursing home personal injury law firm Levin & Perconti announced it was launching investigations on behalf of four families of dead veterans, a precursor to filing suit against the state. 
Michael Bonamarte, an attorney handling the cases, said it was indefensible for the outbreak at LaSalle to have become so widespread and deadly eight months into the pandemic, especially after healthcare professionals both in Illinois and around the world learned from nursing home outbreaks in the spring.
“At this point in the game, with all the knowledge we have, in my opinion, it’s inexcusable to see an outbreak of this nature,” Bonamarte told NPR Illinois. “It’s mind-boggling to me how something like that can happen at this stage in the pandemic.”
