City of Aspen hires new director for affordable housing program


After a nearly year-long vacancy, the city of Aspen has hired a new executive director of the local affordable housing program, which manages over 3,000 deed restricted for-sale and rental units in its multi-million dollar inventory.
Matthew Gillen, who currently resides in the United Kingdom, has worked for over 20 years as a foreign service officer with the U.S. Department of State.
He beat out 51 other candidates for the job, which was left vacant last August when former executive director Mike Kosdrosky was forced to resign after clashing with city officials over myriad issues, including the governance structure of the organization and holding an executive session illegally with the board over his salary.

Basalt appoints committee to assess capital needs


Work will help Town Council decide on election in 2021

The town of Basalt has appointed volunteers to assess capital needs, solicit input from citizens and make recommendations on how to proceed to the Town Council.
The appointment of the Capital Needs Committee was part of the Basalt Forward 2030 project. The project is a council-approved initiative to take recommendations from the 2020 Master Plan as well as a professionally prepared Facility Needs Study to identify and prioritize capital improvements.
“The project may lead to Town Council asking voters in November 2021 to approve bonds and a property tax extension to help finance projects that are identified through the process and supported by the community,” said a news release from the town government. “The Town has an opportunity to seek voter approval for bonding to complete projects, without seeking a tax increase.”

Aspen's affordable housing program enters 21st Century


The $1.4 million data tracking and online system for Aspen-Pitkin County Housing Authority’s 3,000 units has been launched after over a year of build-out and testing.
HomeTrek is a census of sorts for the aging and growing inventory, and will require each person living in a deed-restricted unit to provide necessary information.
Prior to HomeTrek’s rollout, APCHA did not have a full account of all of its deed-restricted properties in the city and county because of its paper-based system.
The platform allows current residents of APCHA ownership and rental units, as well as those who are interested in applying or bidding on properties, the ability to do all business online rather than on paper. It also gives the public real time information data on all of the units in the inventory.
