Recreational marijuana bill expected to pass Minnesota House Thursday

The bill aims to legalize and regulate cannabis for adult use in the state.
If it becomes law, Minnesotans 21 years and older would be allowed to buy, have and use marijuana.
The bill also calls for expunging criminal records of people convicted for non-violent offenses involving marijuana.
Those with Minnesotans for Responsible Marijuana Regulation say the bill contains economic benefits for greater Minnesota.
“The bill prioritizes granting licenses to smaller businesses, craft businesses — that’s everything from the cultivation to manufacturing, all the way to the retail,” said MRMR campaign manager Leili Fatehi.
The bill is not expected to pass in the Senate.

The Minnesota House Thursday advanced police accountability reforms that might face a battle in the GOP-dominated Senate.
House File (HF) 2539 seeks to provide an alternative to warrants requiring police officers to take a person into custody if they have missed a court date for certain low-level offenses.
The bill aims to establish a "sign and release warrant," which applies when a police officer discovers a person who has missed a court date and subsequently asks the person to sign a citation describing the need to appear in court and then let the person go.

ST. PAUL, MN — The Minnesota House Thursday is scheduled to vote on a bill that would legalize and regulate the adult use and sale of recreational marijuana. It's the first time in state history that such a bill has made it to the House floor for a vote.
H.F. 600 — which imposes a 10 percent sales tax on the sale of marijuana — is expected to pass the Democratically-controlled House.
Advocates for the bill say that a regulated cannabis market in Minnesota is safer than an illegal and underground one. Proponents also say the bill will improve access to medical marijuana for those that need it.

House File (HF) 2539 seeks to provide an alternative to warrants requiring police officers to take a person into custody if they have missed a court date for certain low-level offenses.
The bill aims to establish a "sign and release warrant," which applies when a police officer discovers a person who has missed a court date and subsequently asks the person to sign a citation describing the need to appear in court and then let the person go.
The bill was prompted by lethal interactions with police during routine traffic stops, such as occurred with the death of Daunte Wright last month and Philando Castile in 2016.
