Minimum wage bad for Uganda- Economists


Recently the State Minister for Labour, Mwesigwa Rukutana, said earlier that the government was still studying the Minimum Wage Bill, 2015, which was passed by parliament in 2019.
He however dampened hopes for establishing a minimum wage in the country, describing the move as suicidal in the face of high levels of unemployment.
Renowned economist Ramathan Goobi shares the view that the minimum wage is only good for high income economies, adding that for poor economies, Uganda inclusive, such a wage will only make people poorer and instead of creating jobs it destroys them.
Goobi adds that with a minimum wage, there is increased supply of labor which reduces its demand which results into higher unemployment.

State minister for Labour Mwesigwa Rukutana has been acquitted of all charges stemming from a shooting incident in the just concluded campaigns. Rukutana was facing seven counts of attempted murder, threatening violence and malicious damage to property.
Rukutana was arrested with three of his bodyguards from his home in Kagugu in Rushenyi county, a day after the National Resistance Movement (NRM) party primaries on September 4, 2020. He was accused of shooting Dan Rweburingi, his rivals’ agent and damaging property among others.
Pprosecution alleges that on September 5, 2020, at Kagugu village in Ntungamo district, Rukutana assaulted Julius Niwamanya and threatened to kill or injure him together with three others.

The State Minister for Labour, Mr Mwesigwa Rukutana, on Tuesday dampened hopes for establishing a minimum wage in the country, describing the move as suicidal in the face of high levels of unemployment .
The minister, however, disclosed that the government is still studying the proposed legislation on minimum wage and consulting all stakeholders before a final decision is made.
“In a situation such as this when the country’s economy is totally affected by the Covid-19 pandemic, and with very high unemployment rate, it could be suicidal to create a minimum wage,” Mr Rukutana said.

Government yesterday failed in its third attempt to block the Constitution Amendment Bill No 1, 2019, in which Mr Wilfred Niwagaba (Ndorwa East, Ind) proposes an overhaul of the Executive and restoration of presidential term limits. 
The unsuccessful attempt by Justice and Constitutional Affairs minister, Prof Ephraim Kamuntu, follows previous failed attempts by Finance Minister Matia Kasaija and former Deputy Attorney General Mwesigwa Rukutana. 
Mr Rukutana on August 1, 2019, when Mr Niwagaba sought leave of Parliament to introduce a Private Member’s Bill, raised objections saying the government was planning to handle all the proposals listed in the Bill in the Constitutional Review Commission whose formulation was in “advanced stages”.
