Analysis: Myanmar's gemstone riches bring poverty and environmental destruction

On Feb. 28, a landslide of earth and waste from mines in Myanmar’s Hpakant township engulfed dozens of miners and scavengers looking for jade in this remote, mountainous region. Tougher action is urgently needed to cut off foreign currency flows to the Myanmar military regime, suggested local and foreign financial experts, who argued that severing its financial lifeline would hasten the collapse of military rule.
“The largest inflows of foreign currency to the military are from the oil and gas and mining sectors. We need to totally shut off the flow of foreign currency that is keeping the junta alive,” a local economist who asked not to be named told The Irrawaddy.

U.S senators have urged the Biden administration to impose sanctions on Myanmar’s state-owned oil and gas enterprise —the largest source of foreign revenue for the military regime – in the aftermath of the Feb. 1 coup and the junta’s ongoing human rights abuses against Myanmar’s people.
On Tuesday, a bipartisan group of U.S senators including Jeff Merkley, Marco Rubio and four others, sent a letter calling on Washington to target or freeze all foreign currency revenues and foreign exchange reserves held in state accounts outside of Myanmar. The senators said that the administration’s first step should be imposing sanctions on the state-owned Myanmar Oil and Gas Enterprise (MOGE), now under the control of the junta’s leaders.

YANGON—The Myanmar government began 2020 with high expectations that it would be the year the economic liberalization and reforms it introduced during the previous four years would begin to bear fruit. However, the COVID-19 pandemic upended its plans, slowing Myanmar’s economic growth to 1.7 percent in fiscal 2019-20 from 6.8 percent in 2018-19, not only hammering small and medium-sized enterprises (SMEs) and the tourism and garment/textile sectors, but also delaying important economic events and activities needed to spur foreign direct investment (FDI).

YANGON — Myanmar’s president has instructed the government, state-owned enterprises and private companies involved in the country’s extractive sector to publicly disclose any contracts from Jan. 1.
The President’s Office stated that all parties must follow “contract transparency”, starting on New Year’s Day, in collaboration with Myanmar Extractive Industries Transparency Initiative (MEITI). The sector includes the extraction of oil, gas, timber and minerals.
