Operational Updates
• The wave of violence that broke out across the Central African Republic (CAR) concerning the late December elections caused the displacement of over 240,000 people within CAR, while an estimated 84,000 people are seeking refuge in neighbouring countries. About half of the displaced have returned in recent weeks, but over 117,000 people remain displaced inside the country. WFP is providing immediate relief to those affected.
• The increased attacks from the non-state armed groups (NSAG), is affecting the already fragile food security situation. Prior to the current unrest, the Integrated Food Security Classification (IPC) analysis indicated that one in nine people might be pushed to the brink of famine (IPC phase 4) by May 2021. More than half of the population (2.3 million people) was expected to suffer from acute food insecurity. The new surge of violence is worsening the situation and threatens to create a humanitarian disaster, particularly if the conflict continues to restrict humanitarian access and leave vulnerable populations without essential aid.

The Central African Republic is still not emerging from the most serious crisis it has known since it became independent. France’s policy, from the colonial period until now, partly explains the endemic violence that reigns in the Central African Republic.
The Central African Republic (CAR) is a Central African state without access to the sea, with an estimated population of 4,500,000  inhabitants . It is surrounded by Cameroon to the west, Chad to the northwest, Sudan to the northeast, South Sudan to the east, the Democratic Republic of the Congo to the southeast and the Republic of the Congo to the south. Agriculture represents 50% of GDP: the CAR also has many natural resources, in particular uranium, gold, diamonds and oil, which are coveted by foreign capital.

Criminal groups abducted hundreds in north west, while ethnic and regional tensions ran high in south amid farmer-herder conflict; meanwhile, tensions rose in south east between govt and Biafra secessionists. Criminal groups in Feb reportedly killed at least 112 and kidnapped over 450 people, mostly in Katsina, Kaduna, Sokoto and Zamfara states (north west), but also in Niger state (Middle Belt). Notably, armed group 17 Feb abducted 42 students and school personnel in Niger state, released them 27 Feb; 26 Feb kidnapped 279 girls in Zamfara state. Meanwhile, Auwalun Daudawa, who masterminded Dec 2020 abduction of 344 students in Katsina state, 8 Feb laid down arms along with five of his troops. Amid rise in herder-farmer and intercommunal violence in south since Jan, clashes between ethnic Hausa and Fulani on one hand, and ethnic Yoruba on the other, early Feb killed two dozen people in Oyo state capital Ibadan (south west). Nobel laureate in literature Wole Soyinka 6 Feb warned situation could spiral into civil war and former President Abdulsalam Abubakar 16 Feb said it could lead to “point of no return”. In Imo state (south east), security forces stepped up operations against Eastern Security Network (ESN), paramilitary wing of outlawed secessionist group Indigenous People of Biafra (IPOB); army 18 Feb deployed helicopters and hundreds of troops in Orlu and Orsu areas, razing several ESN camps; IPOB same day said govt had triggered “second Nigeria-Biafra war”. Boko Haram (BH) attacks continued in Borno state (north east) despite military operations. Army 9-10 Feb repelled insurgent attacks on base in Rann town and on Askira Uba town, killing at least 50 combatants. BH splinter group Islamic State West Africa Province 15 Feb killed at least seven soldiers in Marte area; next day launched coordinated attacks in Marte and Gubio areas, death toll unknown; 19 Feb raided several villages in Dikwa area, displacing thousands. BH rocket attack on state capital Maiduguri 23 Feb reportedly left 16 dead. Military 15 Feb said troops had killed some 80 insurgents from BH faction led by Abubakar Shekau (JAS) in “recent” operations in Sambisa forest; at least two senior JAS figures reportedly among those killed.

Nutrition Cluster partners in the Central African Republic (CAR) are extremely concerned about the risk of deterioration in the nutritional status of vulnerable children and women due to the on-going humanitarian emergency.
For the 2021 CAR Humanitarian Needs Overview (HNO), the Nutrition Cluster estimated that approximately 1.1 million of persons need nutrition assistance, with 205,642 children under five years acutely malnourished. 62,327 with severe acute malnutrition (SAM), who risk death without immediate treatment, and 143,315 with moderate acute malnutrition (MAM). Additionally, an estimated 37,000 pregnant or lactating women (PLW) are also malnourished making them vulnerable to maternal mortality and varied morbidities that will negatively affect their infants. Furthermore, an estimated 90,000 children aged between 6 -59 months and 140,000 PLW are in need of Blanket supplementary feeding programme. According to UN estimates, nearly 1.93 million people in CAR are expected to be in high acute food insecurity (IPC Phase 3 or above) through April 20211 . The procurement capacities of CAR’s markets have greatly diminished, and price monitoring has demonstrated a rise in the price of staple foods since December 20202 . Many large traders and herders have fled the country, raising fears of a market collapse that could exacerbate the current food crisis. At least 63,800 people have been internally displaced3 and another 105 300 seeking shelter in neighboring countries.

OVERVIEW OF THE EMERGENCY AND RESPONSE
On 22 December 2020, few days before the presidential elections of 27 December in the Central African Republic, armed violence broke out causing thousands of people to flee to neighbouring countries. In Chad, the new arrivals entered through the Logone Province in several villages surrounding the border including Ndoubasoh, Kombat, Bethanie and Bekoninga. Some people among the new arrivals arrived from Markounda, in its surrounding localities and other Central African towns. Reportedly, they had come to work in the mining sites of Markounda and fled the country due to clashes between Seleka and Révolution-Justice armed groups which were fighting over the collection of taxes on users and the occupation of various localities such as Beboura and Bemal. According to new arrivals, the fight of Seleka armed group evolves and occupies new localities forcing people to flee to Chad.The majority of them are farmers from kaba ethnic group while the minority is composed of Peuhl breeders.
