ARB groups to supply farm produce to district hospitals in Albay

(PNA file photo by Liza Agoot) LEGAZPI CITY - The Department of Agrarian Reform (DAR) will tap the services of agrarian reform beneficiaries organizations (ARBOs) in Albay in supplying food requirements to several district hospitals in the province under the Enhanced Partnership Against Hunger and Poverty (EPAHP) program. In a phone interview on Monday, Jerome Culumna, DAR-Albay information officer, said the program will provide income to the ARBOs while giving proper nutrition to the patients. "In a recently conducted meeting with the provincial government of Albay with Governor Noel E. Rosal and Engr. Maria Eugenia M. Alteza, DAR Albay reform program officer, the linking of several district hospitals in the province with ARBOs aims the goal of improving hospital meals and increasing patients' intake of locally produced farm foods," Culumna said. He said the EPAHP program is under the Task Force on Zero Hunger as contained in former President Rodrigo Duterte's Executive Order 101. "The EPAHP program seeks to mitigate hunger, ensure food nutrition security, reduce poverty in urban and rural communities, including marginalized communities and establish sustainable agriculture by 2030," Culumna said. Engr. Maria Eugenia M. Alteza, DAR-Albay reform program officer, in a statement, said under the scheme, the farmers' groups will provide fresh, readily available, and nutritious vegetables to hospitals to meet the daily nutritional needs of the patients in these institutions. "Sourcing food from local farms through the DAR's EPAHPP may benefit institutional customers and their families, farmers, the local community, and the economy," Alteza said. (PNA) }

Governor suspends quarrying in Albay

Rosal on his first day in office on Friday signed Executive Order (EO) No. 1 for the temporary suspension of quarry operations in Albay Province. Rosal in an interview said Section 138, Paragraph 2 of the Local Government Code of 1991 states "the permit to extract sand, gravel, other resources shall be issued exclusively by the provincial governor under the Ordinance of the Sangguniang Panlalawigan (SP)." He added that he would check all the environmental compliance certificates (ECCs), including the location clearances as well as the status clearance, business permits, and the certification from the Department of Public Works and Highways (DPWH) to make sure the quarry operators are compliant with the one-kilometer distance from any government infrastructure. "I will not tolerate operating the quarry operators without a permit, expired permit, and over the volume of quarry materials," Rosal said. He added that he will create a provincial mining regulatory board as required by law to be composed of representatives from the Mines and Geo Science Bureau (MGB), accredited non-government organizations (NGOs), and also people from the small and large-scale mining groups. The Philippine National Police will guard the areas to secure the location to make sure the quarry operators cannot operate until the EO is lifted, he said. He added that only 10-wheeler trucks would be loaded with aggregates or quarry materials. Truck routes will be divided with barangay roads being off-limits to delivery trucks loaded with aggregates to avoid destroying these. Quarrying at night will no longer be allowed in order not to disturb the people, Rosal added. (PNA) }

Rosal to leave Legazpi City with P2-B annual income

Rosal, has expressed satisfaction over leaving his office with more than enough funds for the continuance of his flagship programs and sustained development of this city. Rosal, in an interview on Friday, said he felt sad about giving up his post as mayor but happy that he would leave behind enough financial logistics that would enable the next administration to continue or even surpass his accomplishments during his 18-year stint as city mayor. He will be succeeded by his wife Geraldine, who had also served as the city's chief executive from 2010 to 2013. Rosal noted that in 2001 when he first became mayor, this city only earned an annual income of PHP100 million. But through the tax collection strategies implemented by his administration for 21 years, the city's annual income ballooned to over PHP2 billion in 2021, available data showed. Rosal said Legazpi City was adjudged for two consecutive years by the Department of Finance (DOF) as the top-performing city in the entire country in terms of tax collection efficiency, which is being attributed to the local government's innovations, particularly its e-payment using automated teller machines (ATMs). He said Legazpi City is also named the number one most competitive city under the component city category in the entire country for having performed well in complying with the index levels set by the National Competitive Council (NCC). "The recognition given by the NCC and the Department of Trade and Industry (DTI) has resulted in the improvement of investors' confidence that they considered Legazpi as one of their favorite investment hubs in Southern Luzon," Rosal said. He said various giant investors such as the SM City, Ayala, Gaisano, and other malls are now operating here and generating employment that redounds to the economic growth rate of Legazpi. Rosal also noted that his administration has built a PHP100-million engineered sanitary landfill in partnership with the Agencia Espanola de Cooperacion International para el Desarrollo (AECID) in Barangay Banquerohan here. "The waste management project has become the "showcase" of Legazpi's best practice of not incurring debt in its operation and maintenance," he said. The city government, he added, has constructed a state-of-the-art three-story Legazpi City Hospital that is considered one of the most modern health facilities in Bicol. (PNA) }
