Amid the ongoing wrangle between community pantry organizers and the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the Philippine National Police (PNP) said it has already crafted guidelines to be followed by cops when engaging with said pantries. 
The PNP announced on Thursday, May 20, that the PNP Directorate for Police Community Relations has created guidelines that will be strictly followed by policemen designated to guard the pantries. 
Under the guidelines, police presence in the vicinity of the pantries should only be for the purpose of maintaining peace and order and ensuring that minimum health protocols are being observed.

THE Philippine National Police (PNP) Directorate for Police Community Relations (DPCR) is crafting guidelines to be followed by police personnel in engaging with community pantry organizers to avoid any further misconceptions and misunderstanding.
PNP Chief General Guillermo Eleazar said under the guidelines, police presence in the vicinity of community pantries should not be to conduct profiling of organizers, but to maintain peace and order and ensure that minimum public health safety standards are strictly observed.

In mid-April, a community pantry appeared along Maginhawa Street, Quezon City. Its objective was simple: feed the people who are hungry. Get what you need, and give what you can. 
In no time, similar community pantries began popping up all across the country, in a people-led push to bring food to those in need. Make no mistake – what we are seeing is a food revolution, a community-based, people-centric reply to systemic problems that have long kept our brothers and sisters hungry and destitute.
Let’s say it straight – the current food system restricts access to food based on income. This means that those of low income have very little access to the food they need. With many deprived of livelihood under the pandemic lockdown, hunger has skyrocketed. A Social Weather Stations survey reported that approximately 7.6 million families experienced involuntary hunger during the third quarter of 2020 – a record high for the country.

The Commission on Population and Development (POPCOM) has urged community pantry organizers to include contraceptives, such as condoms and pills, in their list of commodities for distribution.
In a statement on Monday, May 3, POPCOM said that dispensing such commodities could help prevent unwanted and unplanned pregnancies during the health crisis.
The agency added that distributing contraceptions in pantries should also be seen as "filling a void in the rollout of family planning activities, which are greatly disrupted by the pandemic."
For more than a year now, the Philippines has been placed in different levels of quarantine classifications, which meant that hundreds of thousands of women have not been able to easily access birth control methods.

Resigned University of the Philippines (UP) executive vice president Teodoro Herbosa hit what he called a "troll army" that he said seemed to have fueled the continuing online backlash over his insensitive "death by community pantry" tweet last week.
In a Laging Handa press briefing on Monday, April 26, Herbosa said he posted the controversial tweet from the vantage point of an expert in disaster medicine. It was not meant to attack the community pantries that have spread nationwide, he said.
"Bawal na ba ako tumuligsa sa mali? Ang sinasabi ko lang ay totoo... Noong gabi ay tuloy-tuloy na 'yun. Nag apologize ako pero lalong umigting. Sabi ko mukhang may troll army. Kasi yung mga tumutuligsa sa akin ay mga new accounts lang, anonymous accounts lang," he said. Herbosa serves as special adviser in the National Task Force Against COVID-19.

QC councilor files reso honoring Maginhawa Community Pantry organizer Ana Patricia Non

A resolution honoring Ana Patricia Non, the woman behind the Maginhawa Community Pantry, has been filed by Quezon City councilor Winnie Castelo on Monday.
The resolution recognizes and commends Non for inspiring the establishment of more community pantries across different barangays and cities nationwide.
The set-up bears the sign, "Magbigay ayon sa kakayahan, kumuha batay sa pangangailangan" [Give according to what you can, take according to what you need] and offers rice, vegetables, milk, and even vitamins for people to take if they need them.
