"the washington post" says it's called "operation vote." i'm joined now by senator arlen specter. good to see you, senator. >> president obama had a great opportunity on the issue of raising the debt ceiling to affix blame on the republicans. newt gingrich challenged clinton back in 1995-'96. republicans were blamed there. and clinton won reelection. when the debt ceiling was up, it was perfectly plain that the republicans were to blame. boehner and obama made a deal. the republicans backed out on it. there was a lot of concern about raising the debt ceiling.
