The Office of the Solicitor General (OSG) on Tuesday said that Army Lieutenant General Antonio Parlade Jr.'s statements against the petitioners of the anti-terror law should not be viewed as the position of the government.
Parlade is one of the spokespersons for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
The petitioners earlier complained to the Supreme Court (SC) about Parlade’s Facebook post last January in which the military official warned that “very soon, blood debts will be settled. The long arm of the law will catch up on you, and your supporters.”

TRO vs. anti-terror law? SC says it needs SolGen's comment on 'intimidation' of petitioners first

Metro Manila (CNN Philippines, March 5) — The Supreme Court said it deferred a decision on petitioners' plea for a temporary restraining order against the Anti-Terrorism Act without a comment from the government's top lawyer on the alleged intimidation and red-tagging of the law's critics.
According to a March 2 resolution obtained by the media on Friday, the Supreme Court en banc "resolved to await the comment of the Office of the Solicitor General" before acting on the joint motion for TRO filed by the counsels for petitioners.
In the same resolution, the high court granted Solicitor General Jose Calida's bid for another 15-day extension, from February 18 until March 5 within which to submit his comment. It's still not clear if Calida has already filed his comment.

SC Justice Caguioa asks: Did Parlade's statements intend to cause harm?

Supreme Court (SC) Associate Justice Alfredo Benjamin Caguioa on Tuesday raised the question whether the statements of Army Lieutenant General Antonio Parlade directed at the opponents of the anti-terror law were meant to cause harm.
At the resumption of oral arguments on the petitions challenging the law’s constitutionality, Caguioa brought up Parlade’s Facebook post in which the military official warned “very soon, blood debts will be settled. The long arm of the law will catch up on you, and your supporters.”
While the SC had already ordered the government to explain Parlade’s statements, Caguioa still took the opportunity to hear the petitioners’ sentiments.

Parlade 'reinforces criticisms' vs Anti-Terrorism Act – NUPL – Manila Bulletin

 National Union of People’s Lawyers (NUPL) president Edre U. Olalia said in a statement: “This is a big favor he is giving us which is awfully unwelcome and outrageously unacceptable. Thanks but no thanks.”
 The NUPL’s statement was in response to Parlade’s Facebook post on the inquirer.net article written by Tetch Torrez-Tupaz entitled “Tortured Aetas seek SC help against anti-terror law.”
Tupaz’s article stated that two Aetas, who claim to have been tortured by the military and detained over trumped up charges following their arrest in Zambales, sought to be included among the petitioners asking the Supreme Court (SC) to declare ATA as unconstitutional.

MANILA — The National Union of Journalists of the Philippines expressed their concern over yet another red-tagging incident of a journalist who reported on the plight of Aetas who were tortured to admitting that they are members of the New People’s Army.
