The Cortland Standard reports Robert Bailey was charged with several felonies and misdemeanors after shooting one man and firing shots at another July 25th in Cortland. DA Patrick Perfetti says witnesses who identified the 40-year-old Bailey chose not to testify before a grand jury, causing Bailey’s attorney to seek his release. Perfetti agreed.
