OPAPRU launches peace guidebook for gov't communicators

Razon) MANILA - The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) will soon distribute the Conflict Sensitive and Peace Promotion (CSPP) guidebook for government communicators, launched at the Philippine International Convention Center in Pasay City on Friday. OPAPRU Secretary Carlito Galvez Jr. said they will initially provide a copy of the CSPP guidebook for each information and communication office of government agencies. "Maganda ito kasi magiging parang (This is good because it will be like a) peace promotion. Meaning, we will have a guidebook that will prevent provocative and aggressive statements that can offend and create divide," Galvez said during the launch. "With the call of the President (Ferdinand Marcos Jr.) to really unite and also to have peace and order, isa sa mga ano [intensyon] natin talaga (one of our intentions really) is protective communication to convey the message that the Marcos administration is really for peace and we really want to achieve lasting peace for Filipinos within this administration," he added. Galvez said the CSPP guidebook will eventually be distributed to schools and used in seminars and workshops as basis on how to craft a diplomatic message and promote conflict sensitivity. Press Secretary Trixie Cruz-Angeles and News and Information Bureau Assistant Director Lee Ann Pattugalan expressed their support for the project. "This guidebook, which equips communicators with tools and strategies for deeper understanding of conflict resolution of such importance, will be assured to make great strides in our never-ending pursuit of our democratic cause," Cruz-Angeles said through a video message. "Aside from supporting this guidebook, I would like to call on everyone here, from different departments and agencies, to participate in OPAPRU's workshops and capacity-building activities to enable us to further help the government in promoting a culture of peace," Pattugalan said in her speech. The CSPP guidebook was produced through combined inputs from government communication and information officers, including the academe, and gathered by OPAPRU's Communications and Public Affairs Services. OPAPRU eyes boosting peace consciousness education

OPAPRU chief Secretary Carlito Galvez Jr. (Screengrab from OPAPRU Facebook live video) MANILA - The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) is looking at the possibility of integrating peace consciousness into the nation's education system. "To instill the culture of peace in the consciousness of the Filipino people, part of our effort is to strengthen the mainstreaming of peace education program in all levels of our educational system, including non-formal education," OPAPRU chief Secretary Carlito Galvez Jr. said in his speech during the opening of the National Peace Consciousness Month 2022 at the Quezon City Memorial Circle on Thursday. Galvez also noted that peace education must start at the elementary level and continue until the tertiary or college level. "Hence, we are working closely with the Department of Education and Commission on Higher Education," he added. Galvez also said this year's theme for peace month celebration, "Pagkakaisa At Paghilom: Isang Bansa Para sa Kapayapaan" or "Unity And Healing: One Nation for Peace", is inspired by the collective vision of bringing peace, reconciliation, and unity all over the country. "By heeding the call for unity, regardless of religion, culture, and political beliefs, we, as one people, can attain our common goal of achieving a genuine and lasting peace," he added. Through the united efforts of the Filipino people, the OPAPRU chief expressed confidence that the gains of the "Comprehensive Philippine Peace Processes" would go a long way. "But in order to move forward, we need to let go of the pain of the past, learn from our experiences, and use these lessons to inspire us to build a better future for our nation that is free from conflict, prejudice, violence, and animosity," he said. Galvez also pointed out that the administration of President Ferdinand R. Marcos Jr. is determined to pursue the implementation of all signed peace agreements and transformation programs, which are aligned with the five-point peace, reconciliation, and unity agenda. These are: Completion of peace agreements with the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) towards healing and reconciliation in the Bangsamoro; Ending of local communist armed conflict by expanding the transformation program for the local peace process; Completion and sustainment of the gains of the signed peace agreement with the Rebolusyonaryong Partido Ng Manggagawa-Pilipinas/Revolutionary Proletarian Army-Alex Boncayao Brigade (RPM-P/RPA/ABB) and the Cordillera Bodong Administration - Cordillera People's Liberation Army (CBA-CPLA); Enhancement of the resilience for peace of communities and vulnerable groups through social healing and peace-building approaches in support of the peace processes; and Enhancement of the delivery of Conflict Sensitivity and Peace Promotion or CSPP-compliant socioeconomic intervention in addressing the key drivers of conflict through convergence and complementation in support of the peace processes. Over P230-M for Mindanao youth peace-building program underway

(Photo courtesy of OPAPRU) MANILA - The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) on Tuesday said EUR4 million (PHP230.63 million) worth of peace-building projects for youth are slated to be implemented in Mindanao. This, after the OPAPRU Secretary Carlito G. Galvez Jr. and Deutsche Gesellschaft fr Internationale Zusammenarbeit GmbH/German Agency for International Cooperation (GIZ) Country Director Immanuel Gebhardt, signed a pact on March 11 for the implementation of Strengthening Youth for Peace and Non-violence in Mindanao (YOUCAP) Project. The deal for YOUCAP Project targets to strengthen the approaches used by formal education institutions for youth-oriented peace-building; the gender-sensitive and culturally aware civil society initiatives for peace-building and non-violent conflict transformation, with a focus on vulnerable youth; and capacitating state institutions to push strategies for gender-sensitive and culturally aware-youth development and peace-building programs. Gebhardt described the OPAPRU as a long-standing partner of the GIZ to effectively push peace and developments within the conflict vulnerable areas. "The YOUCAP Project is highly committed to the young people as change agents to get sustainable, inclusive peace now and in the future," Gebhardt said. In a statement on Tuesday, OPAPRU Undersecretary Isidro Purisima said the Philippine government welcomed the efforts and initiatives of the German government to "perform a more active role in advancing peace and development in conflict-affected and vulnerable areas in Mindanao." Purisma said the YOUCAP project also supports the efforts of the OPAPRU to localize the government's National Action Plan on Women, Peace and Security (NAPWPS); assist in the formulation of the National Action Plan on Youth, Peace and Security (NAPYPS); as well as mainstreaming peace education and Conflict Sensitivity and Peace Promotion (CSPP) approach of the nation's peace-building efforts. OPAPRU said youth members from the regions of Northern Mindanao, Caraga, Davao region, and in the provinces of Maguindanao and Lanao del Sur within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM, are among the target beneficiaries for the YOUCAP project. Also, participants from intermediary levels such as policymakers and personnel of government and public institutions; employees of formal and non-formal education institutions located within the project regions; and key actors engaged in youth and peace work, are also included as project beneficiaries. Galvez, who is the presidential peace adviser, reiterated the OPAPRU's commitment to closely working with the GIZ and the German Government, for the country to completely achieve peace and development, especially within the marginalized areas. "As we continue to strengthen our partnership for peace, the OPAPRU assures the German Government of our agency's full cooperation and support, as we jointly implement peace-building interventions such as the YOUCAP project," he said. Galvez is confident in smooth implementation of the youth programs. "We are confident that this program will be able to meet its objectives - to further strengthen the capacities of your partners and beneficiaries such as members of civil society and the academe, and contribute to gender-sensitive, youth-oriented peace-building and non-violent conflict transformation in selected areas in Mindanao," he said. On the other hand, German Ambassador Anke Reiffenstuel, said the German government has recently renewed its funding commitment to the Independent Decommissioning Body (IDB), the peace process mechanism overseeing the decommissioning process of Moro Islamic Liberation Front (MILF) combatants and their weapons as part of the Normalization program under the Bangsamoro peace process. "Our commitment is reflected in our strategy with the overarching goal of strengthening peace and stability in the region. Germany, in this regard, focuses on supporting the efforts on disarmament of former militants and their social reintegration," Reiffenstuel said. She said the success of the peace process in Mindanao is crucial to pushing sustainable developments in conflict-cleared areas and even the entire country. "Sustainable peace and stability are essential pre-conditions for development, progress, and prosperity of communities in the whole country," she added.
