Working and the goals were not being met here. you called the strategy that you just discussed, closing schools and you call it mean, punitive and pointless. if you don't change the teachers, what do you change? >> well, you are assuming the teachers are low performance. and we know low performance is related to poverty. many of the children there are children that don't speak english and the teachers are doing their best to teach them english. if the kids have to baby sit while their kids are looking for work, that affects performance. if they come to school hungry, that affects performance. ...
