Atl officer exonerated, former chief says unnecessary force used


11Alive has learned Atlanta’s former police chief warned the city that it needed to reform the way it disciplines officers accused of using unnecessary force after discovering flaws in its system. More than a year and a half later, her recommendations have never been implemented.
Former Police Chief Erika Shields’ recommendations were outlined in a December 2020 court deposition as part of a pending federal lawsuit involving a current officer accused of using unnecessary force.
The deposition occurred while she was employed by the city, but was no longer leading the department.

"UNNECESSARY" POLICE FORCE:
Attorneys who filed the lawsuit claim Atlanta officer Donald Vickers used unnecessary force when he tackled their client, Tyler Griffin, in April 2019 during a traffic stop. The incident broke Griffin’s left ankle.

ATLANTA (AP) — The firing of the former Atlanta police officer who’s charged with murder in the shooting death of Rayshard Brooks was reversed after a review panel found the city failed to follow its own procedures for disciplinary actions.
Garrett Rolfe was fired last June, a day after he shot the Black man in the parking lot of a fast food restaurant. The Atlanta Civil Service Board on Wednesday released its decision on Rolfe’s appeal of his firing.

ATLANTA — The firing of the former Atlanta police officer who’s charged with murder in the shooting death of Rayshard Brooks was reversed after a review panel found the city failed to follow its own procedures for disciplinary actions.
Garrett Rolfe was fired last June, a day after he shot the Black man in the parking lot of a fast food restaurant. The Atlanta Civil Service Board on Wednesday released its decision on Rolfe’s appeal of his firing.
“Due to the City’s failure to comply with several provisions of the Code and the information received during witnesses’ testimony, the Board concludes the Appellant was not afforded his right to due process,” the board said in its decision. “Therefore, the Board grants the Appeal of Garrett Rolfe and revokes his dismissal as an employee of the APD.”
