Philippine National Police officer-in-charge Police Lieutenant General Guillermo Eleazar on Sunday, March 14, 2021, said the chief of police of Calbayog City and nine others have been relieved from their posts.
The Philippine National Police (PNP) on Sunday relieved the chief of police of Calbayog City Police for command responsibility over two recent controversial incidents involving his personnel.
In a statement, PNP officer-in-charge Police Lieutenant General Guillermo Eleazar said Police Lieutenant Colonel Neil Montaño has been relieved from his post.

Metro Manila (CNN Philippines, March 14) — A lawmaker has slammed a letter from the Department of the Interior and Local Government that directs its regional officers to identify and submit names of people who are supposed members of left- leaning groups.
Bayan Muna Representative Ferdinand Gaite says the letter dated March 10 was an act of "harassment and intimidation" and that it adds to the group's suspicion that a "hitlist" was being made that he said could lead to "more killings."

The Integrated Bar of the Philippines (IBP) on Saturday said the letter of the Calbayog Police asking a trial court to furnish them with the names of lawyers representing “communist terrorist group personalities” is "improper, deplorable, and alarming."
"We are acting on the March 12, 2021 letter to the Clerk of Court of the Regional Trial Court, Calbayog City that went viral, and we are assured by top PNP Officials that there is no directive to PLt Fernando G. Calabria, Jr., Chief Intel/SDEU of the Calbayog City Police Station or to any police unit to secure from the courts the names of lawyers representing suspected communist terrorist groups," the IBP said in a statement.

Assistant Minority Leader and ACT Teachers Party-List Representative France Castro on Saturday criticized the Philippine National Police (PNP) for asking a court for a list of lawyers and human rights defenders representing alleged communists.
Castro said the PNP used this modus operandi (MO) against teachers and teachers’ union during its profiling campaign in early 2018 and is now using the same MO on lawyers representing ‘’Communist Terrorist Group (CTG)’’ personalities in the court.
In the letter dated yesterday, March 12, to the Office of the Clerk of Court, Hall of Justice, Barangay Capoocan, Calbayog City, Police Lieutenant Fernando Calabria Jr., Calbayog police intelligence officer, asked that he be furnished with the list of the lawyers for submission to ‘’higher PNP offices.’’

Metro Manila (CNN Philippines, March 13) — Philippine National Police officer in charge Guillermo Eleazar said on Saturday he ordered the relief of the intelligence unit chief of the Calbayog City police for requesting a list of lawyers representing individuals from an alleged "communist terrorist group”, which was identified in the request as "CTG".
In a March 12 letter that went viral, Police Lieutenant Fernando Calabria, Jr. asked the Office of the Clerk of Court in Calbayog for the names of legal counsels of “CTG personalities.” He said he made the request in compliance with “higher PNP offices,” a claim which Eleazar denied.
