reporter: that s right, jeff. this reporting from the miami herald is really intensifying some of the conversation happening here in surfside right now as people ask, what did the leadership of this building, the condo association, know about the extent of damage and the risk to the people who lived in this building? i should say at the outset that nbc news does not know the person who took these photos. these are exclusive to the miami herald, but what they show are standing water and extensive corrosion. what i did when this reporting came out is i brought it to an expert engineer, a man named troy morgan and asked him to break down what this all means. how serious are the signs here. he told me they show serious damage that required repairs in one area of the building basically adjacent to the pool deck area, but he told me this is not the smoing gun yet. he said if it turns out there is similar damage in other parts of the building, this may be an important early clue, but he cau ....
Have been talking to the new york times, the miami herald. they ve been look ing at the video of the collapse itself and say they notice that the build something collapsing from the bottom, maybe from that pool deck area where there were cracks and other things observed. i m not asking you to necessarily agree or disagree with their assessment. what i am asking you is to explain why it is you think they see that there. what leads them to think that? i m going to guess they re watching very closely and seeing where the movement starts and how the structure moves as it starts to fall down. if it had started at the roof there would have been suppositions that it had something to do with the roof repair that was going on. the appearance would have been different, it would have started from the top and would have looked very different. ....
