A jail warder has been booked for allegedly supplying mobile phones and other banned items to inmates inside the Central Jail, Ludhiana.
The Delhi High Court on Tuesday issued notice to the Central Government on a plea seeking direction to declare sections related to the separate and solitary confinement of prison inmates as ultra vires being in violation of their rights under several articles of the Constitution of India.
The plea says solitary confinement is a 'measure of extreme brutality and depravity', is 'dehumanising' and destroys any hope of reformation and rehabilitation
The plea contends that solitary confinement is a sadistic, barbaric and inhuman practice that jail superintendents use to extract acquiescence without judicial oversight.
The Delhi High Court sought the Centre's stand on Tuesday on a petition against solitary confinement of prison inmates.
