Western NC county won't talk about moving Confederate monument, even at request of city where it's located

In a letter sent to Burke County Commissioners on Thursday, the Morganton City Council asked for the board to facilitate a discussion about the Confederate monument that sits on the historic courthouse square.
But commissioners seemed to nix the idea of a discussion before having the letter in their hands.
The letter, which the council directed city staff to send in a unanimous motion at its meeting Monday night, cites concerns over elevated tensions surrounding the statue in the last year.
“The Commissioners have no doubt heard voices on both sides of this issue, as well as those calling for compromise or just for calm, and the city has also heard from all sides,” the council wrote in the letter. “Emotions and feelings run deep on both sides. We are also well aware of the constraints placed by state statute on any local action concerning this monument.”

Abortion-rights advocates push to repeal Illinois parental notification law for minors


SPRINGFIELD — Emily Werth says she has seen young people go through "scary and stress-inducing" court hearings so they can get an abortion without having to involve their parents.
The minors routinely express relief after the hearings, in which local judges almost always approve requested waivers of Illinois' parental notification law for minors seeking abortions, according to Werth, a staff attorney with the American Civil Liberties Union of Illinois.
"There's just an immense amount of anxiety created by having to go through this process," said Werth, who has represented minors in the Chicago area, as well as a "handful" every year in Sangamon County and other central Illinois counties. "They're relieved to be through it and be able to do what is best for them."

DECATUR — DeeAndre J. Woodland, captured on a surveillance video shooting a Decatur man to death in what police said appeared to be self-defense, looks set to face trial after rejecting a negotiated plea deal.
Woodland, 40, had been scheduled for a sentencing hearing March 30 on charges of being a felon in possession of a weapon and aggravated unlawful use of a weapon. A new charge, aggravated discharge of a firearm, was also added by prosecutors when Woodland appeared in Macon County Circuit Court.

FBI arrests hunting ranch employee in connection with Capitol riot


HEPPNER — The agents from the Federal Bureau of Investigation couldn’t tell John Flynn too much, only that they were there because of “people that were at the Capitol,” he said.
Early on Tuesday, March 23, agents had been snooping around the headquarters of Ruggs Ranch, a 100,000-acre hunting preserve outside of Heppner in Morrow County that’s described on its website as “Where World Class Bird Hunting & Luxurious Lodging Meet.” The agents told Flynn they were waiting for a friend who was out hunting. Flynn, the ranch owner, didn’t recognize the name they provided.
He asked them to leave.

SPRINGFIELD — The top Republican in the state Senate has introduced a bill to shield health care providers and others from being held responsible for injuries or deaths related to COVID-19 exposure.
Last April, Gov. J.B. Pritzker extended civil liability protections to health care workers, health care volunteers and hospitals in one of his executive orders. But the executive order expired in the end of June and was not reissued.
McConchie said the bill applies to individuals in these settings, as long as an individual’s action at issue was “in substantial compliance or was consistent with any federal or State statute, rule, regulation, order, or public health guidance related to COVID-19 that was applicable to the person or activity at issue at the time of the alleged exposure or potential exposure.”

Cherokee Nation adds district judge following McGirt ruling


TAHLEQUAH – The Tribal Council on March 15 appointed a new Cherokee Nation district judge as part of the tribe’s ongoing efforts to ensure criminal justice is served following the historic McGirt decision in 2020 and a March 11 ruling from the Oklahoma Court of Criminal Appeals, which will likely lead to the dismissal of hundreds of state criminal cases in the CN reservation. 
Councilors appointed Nathan Barnard as a District Court judge. In recent months, the Council has also appointed Amy Page as a district judge and Rex Earl Starr as a Supreme Court justice. 
“In light of recent and long-overdue court decisions providing recognition of the Cherokee Nation’s reservation, and ultimately all of the Five Tribes, we are committed to ensuring Cherokee citizens and all members of our communities are protected,” said Principal Chief Chuck Hoskin Jr. “I commend the Council of the Cherokee Nation for appointing these judges and helping us to bolster our criminal justice system. We must continue to be ready to take action and help victims and their families and, whenever possible, file charges in our tribal court system. These judicial appointments are a critical part of that process.”
