'Balik Probinsya' beneficiaries undergo community reintegration

CEBU CITY - The 41 individuals who arrived in Cebu and Bohol from Metro Manila after availing of the "Balik Probinsya, Bagong Pag-asa" Program (BP2P) are now undergoing reintegration in their respective communities, a social welfare official said on Wednesday. Rebecca Geamala, DSWD-7 regional director, said these individuals availed of the program that aims to decongest urban poor communities by sending families back to their home provinces. They arrived in Cebu and Bohol on Tuesday last week, she said. She said after two years of the Covid-19 pandemic, vulnerable families are still not able to cope with the ill effects of the public health crisis, worsening their situations with loss of income, unstable livelihood opportunities, and risk of getting infected. "The returned families are part of the second batch of returnees from last year's dispatch from Manila," Geamala said. She said the reintegration program has been hatched through a partnership of the DSWD-7, local government units, Department of Agriculture (DA), and the National Housing Authority (NHA). Representatives of the NHA-7, DA-7, together with DSWD field office personnel, welcomed the families on their homecoming before their final send-off to their communities in Cebu City, Bogo City, and Tabuelan. "DSWD's help from case management to send-off, transitory cash assistance to help them in their transition, and livelihood grants for start-up capital will also be given to the returned families," she said. Returned families also received agribusiness kits from the DA-7 to help them cope with their daily sustenance while starting their lives anew in their hometowns. The kits will also ensure their food security and agricultural productivity as part of the reintegration process in coming back to their community. The municipality of Tabuelan offered training for the returnees under the Center for Health and Wellness. By the end of 2022, the BP2P is expected to provide support to a total of 200 families from Central Visayas. (PNA) }

Poll bets reminded against using DSWD projects in partisan events

(File photo) CEBU CITY - As the May 9 election nears, the Department of Social Welfare and Development in Central Visayas (DSWD-7) on Wednesday reminded candidates not to use the department's programs, projects, and services to advance their political agenda. Rebecca Geamala, DSWD-7 regional director, said in a statement the agency issued Memorandum Circular No. 9 laying down policy guidelines on strengthening their partnership with stakeholders during the election period and non-election seasons to safeguard their program and services from possible interference by the politicians. "The policy provides for the grievance mechanism of the Department in responding to reports on politicians using and/or mentioning any of the programs of DSWD in their campaign speeches or strategies," Geamala said. She said among the prohibited acts are putting names of politicians on the packaging of relief items and distribution of such as their own supplies, as well as claiming that DSWD goods or programs are provided due to their influence. According to the memorandum circular, activities of the agency are not to be used to influence the vote of a person. Display of election paraphernalia such as tarpaulins, banners, posters, stickers, and T-shirts that prominently feature names, pictures, or logos of candidates or parties on activity materials is not allowed. The same issuance does not allow distribution of election materials such as flyers, leaflets, and sample ballots; playing of campaign jingles and other election-related audio or video materials; and campaigning by any political candidates, political party, and/or their supporters. Meanwhile, activities that involve the gathering of beneficiaries are allowed, such as meetings with volunteers or parent leaders when needed, as long as these are not held for any politician. The policy requires officials and employees of DSWD to file a comprehensive incident report if they personally witnessed or actually experienced the prohibited acts of the politicians. "The report shall be supported by official communications including but not limited to pictures, official documents, and sworn statements of employees and their witnesses including barangay or police blotter, whenever applicable," the DSWD-7 statement said. The agency also entered into a tripartite agreement with the Department of the Interior and Local Government and the Commission on Elections for the reimplementation of the 2013 memorandum of agreement and joint memorandum circular seeking to safeguard their programs and services from interference by politicians and from being used in partisan activities. The Consulate General of China in Cebu turned over 1,500 tons of rice donated by Beijing to the Visayas Disaster Resource Center (VDRC), which is managed by the Department of Social Welfare and Development (DSWD), in Upper Tabok, Mandaue City on Tuesday. "Chinese and Filipinos are brothers and sisters. After the disaster, we cannot just stand by and watch what happened. We need to help in whatever way we can," Consul General Jia Li said in a statement Wednesday. The Chinese consul expressed that hopefully with their "efforts to help the affected individuals, they can recover and stand on their feet as soon as possible." We are willing to stand with the Filipinos to help overcome this difficulty and disaster," he said. The diplomat visited VDRC to see the situation on the ground and how DSWD in Central Visayas is rolling out resources to address the people's needs. Meanwhile, the City of Yokohama in Japan has sent out the first batch of disaster relief goods and supplies to its friendship city, Cebu City. The supplies included over 5000 facemasks, 18 sleeping bags, and 400 water cans. These supplies will be distributed to affected communities in Cebu City, in support of the efforts by local and national authorities," the Consulate General of Japan in Cebu said in a statement Wednesday. A second batch of relief goods and supplies is also set to arrive in early January 2022. "Japan is in solidarity with Filipinos in facing these tough times. We are steadfast in our commitment to help and lift off some of the hardship the affected people have experience," the Japan consular office said. The Department of Social Welfare and Development (DSWD) in Central Visayas also received donations from Taiwan through the Taipei Economic and Cultural Office (TECO) in the Philippines. In a ceremonial turn-over at the Mactan-Benito Ebuen Air Base in Lapu-Lapu City on Sunday (Dec. 26), DSWD-7 regional director Rebecca Geamala received the donations intended for the typhoon victims. She expressed her gratitude to the people of Taiwan for providing aid to the affected families of Typhoon Odette, saying that the Taiwanese government is already a longtime partner of the DSWD during disaster response. Representatives from the TECO, Office of the Civil Defense (OCD), and Philippine Air Force (PAF) attended the turnover activities. The first batch of donations arrived on December 25, 2021, which contained 350 boxes of water, 206 boxes of instant noodles, 18 boxes of canned tuna, and 100 boxes of cookies. The second batch arrived the following day, which contained 46 boxes of tents, 17 boxes of water filter, 835 boxes of food rations, and 125 boxes of cookies. The donated goods arrived at Mactan-Benito Ebuen Air Base via the Government of Taiwan's C130 aircraft. The donations will be distributed to typhoon victims in Cebu, Bohol and Negros Oriental. (Photo courtesy of DSWD-7) CEBU CITY - The Department of Social Welfare and Development (DSWD) in Central Visayas on Thursday said the new PHP7.5-million farm-to-market road (FMR) in a mountain village in the southern town of Dalaguete is now benefiting more than a hundred farmers. DSWD-7 regional director Rebecca Geamala said in a statement the almost one-kilometer sectional concrete access road in Purok Talong and Purok Repolyo in the upland barangay of Caleriohan was funded through the agency's special program targeting to benefit local residents. She said the Kapangyarihan at Kaunlaran sa Barangay (KKB) program under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) sparked a ray of hope for the village's farming community who have long asked for a concrete road that would ease their difficulty in bringing their products to the market. Geamala said the KALAHI-CIDSS's KKB aims to empower communities through sub-projects that support livelihood like the farm-to-market roads and cash-for-work program. With its 33 farming villages, Dalaguete has been known as Cebu's "vegetable basket" because of its geographical location and unique climate, being situated atop the highlands. "There is much to be done in support of our farming communities, but we see this (farm-to-market road) as a welcome development for the people of Dalaguete," Mayor Jeffrey Belcina said in the same statement. One of the town's primary sources of income is the production of vegetables. It supplies 70 to 80 tons of vegetable products a day to many places in the province, including Metro Cebu. The local government records a high number of truckloads of vegetables being regularly transported to the neighboring towns and cities' markets. However, Belcina said transporting agricultural products is a challenge to farmers and laborers because many of the roads from the farms to Mantalongon, the town's main market, are rough. The DSWD's KALAHI-CIDSS program has completed a total of 69 sub-projects in Dalaguete, mostly farm-to-market roads, footpaths, and bridges, thus empowering almost 500 farmers. (PNA) }
