City s planning and building directors leaving May 9, 2021 FacebookTwitterEmail 2of3 3of3 Two City of Laredo department directors have announced that they are leaving the city Building Development Services Director Arturo Garcia, who is retiring, and Planning Director James “Kirby” Snideman, who is leaving for personal family reasons. Garcia had been with the city for 24 years and recently qualified for retirement. He had previously served as the Community Development director. He told LMT that his retirement was strictly a personal decision and that the pandemic had driven him to re-evaluate his priorities “Don’t get me wrong, 24 years with this I’m pretty passionate about what I do. We’re doing great things over there at building, modernizing the department and everything, so it’s kind of exciting,” Garcia said. “But, at the end of the day, I told staff I decided to be a little bit selfish and take care of me.” ....
